Description
NA Project work includes a base and 3 options. The Base Bid includes the maintenance dredging of approximately 398,000 cubic yards of shoal material from the federal portion of the entrance channel to a required depth of 40 feet with a 1-foot allowable overd epth with placement of all excavated material in the upland disposal area. Option A includes the maintenance dredging of approximately 115,000 cubic yards of shoal material from the non-federal berthing areas (except berths 4 and 5 which are covered by Op tion C) to a required depth of 40 feet with a 2-foot allowable overdepth with all material being placed in the upland disposal area. Option B includes the raising of the upland disposal area dikes by 26 feet to an elevation of 55 feet NGVD including the c onstruction of eight new weir structures. Approximately 875,000 cubic yards of material obtained from within the existing disposal area and approximately 603,000 square yards of geogrid reinforcement will be needed for dike construction. Option B also in cludes construction dredging to expand the north and south wideners at the intersection of the entrance channel with the Tampa Harbor Channel and construction of a 900-foot diameter turning basin at the eastern end of the entrance channel. The wideners ar e to be dredged to a depth of 40 feet with a 1-foot allowable overdepth and the turning basin to a depth of 41 feet with a 1-foot allowable overdepth. The total material to be dredged from these areas is approximately 2,676,000 cubic yards and all excavat ed material is to be placed in the upland disposal area. Option C includes the construction dredging of approximately 243,000 cubic yards of material to accommodate the new docking facilities along Berths 4 and 5. These two berthing areas will be dredged to a depth of 40 feet with a 2-foot allowable overdepth and all excavated material is to be placed in the upland disposal area. Estimated construction time is 721 calendar days after receipt of Notice to Proceed (NTP) if the Base and Options A, B, and C are awarded. Base is 104 calendar days (includes 30 days total for mobilization and demobiliation), Option A is 41 calendar days, Option B is 545 calendar days, and Option C is 31 calendar days. PROPOSAL REQUIREMENTS: Award will be made to the offeror w hose proposal represents the best value to the Government. Best value will be determined by a trade-off process that combines non-priced and priced factors. All evaluation factors other than price, when combined, are slightly more important than price. The following factors will be used to determine best value: Price, Past Performance, and Technical Merit. Magnitude of construction is over $10,000,000.00. The solicitation will be issued on or about 31 May 2002 with proposals due on or about 15 July 20 02. Solicitation will be issued in electronic format only.
