Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate a follow-on effort to contract N61339-01-C-0122 with Northrop Grumman Corporation (NGC) under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The purpose of this effort is to acquire technical services that will identify, develop and test solutions to replace the obsolete ABI-V, ABI-V3 and Ariel boards used in the F-14B/A Weapon System Trainer (Device 2F169). As the original equipment manufacturer of the Device 2F169 F-14B/A Weapon System Trainer, NGC is the only source that has full access to the technical data necessary to meet the requirements of this contract in a timely manner without incurring substantial duplication of costs. The effort contained under the original contract sited above was subdivided into two sequential parts (Phase 1 and Phase 2). The follow-on effort represents the third part (Phase 3) and may be awarded as a modification to the existing contract or as a new contract. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: John Gralin) by June 3, 2002. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.
