Description
The Program Executive Officer, Submarines (PMS425) and Naval Sea Systems Command (NAVSEA, SEA 92C) are soliciting proposals to implement innovative open systems design concepts in Submarine Combat Systems. NAVSEA (SEA 026) intends, on or about 22 May 2002, to issue a draft solicitation for the competitive procurement (subject to the limitations as indicated in the numbered notes of this presolicitation notice) for the development of the TCS System. NAVSEA intends to issue the formal solicitation on or about 05 June 2002. The TCS is a segregated portion of the Submarine Combat Control System (CCS MK2) baseline program that includes Engineering Change Proposal (ECP) 004 that is to be installed on all submarine classes. The Government plans to award one hybrid Cost-Plus-Award-Fee/Cost-Plus-Incentive-Fee (CPAF/IF) contract with a base year and four one-year options for developme nt, systems engineering, system integration, production, installation, and logistics support for the TCS. The draft and formal solicitations, numbered N00024-02-R-6206, shall be posted on the Federal Business Opportunities Web Page. It is the responsibility of the interested parties to independently review this web page frequently for updates to any and all documents. Potential offerors will be responsible for downloading their own copy of the solicitation documents and amendments (if any). No paper copies of these documents will be issued. The solicitation will not include the TCS Performance Specification, PMS4253-TCPS-001 (classified "CONFIDENTIAL"). The Performance Specification along with other Navy documentation on the Submarine Combat Control System will be available at the Technical Information Center (TIC), which is being established at Naval Undersea Warfare Cent er, Newport, RI to support this procurement. Instructions will be provided in the draft solicitation regarding access to the TIC. Participation by Small and Small Disadvantaged Business Concerns and Women-Owned Small Businesses as prime contractors and subcontractors is strongly encouraged.
