- NA The NAVSEA Naval Surface Warfare Center, Indian Head Division, Indian Head, Md. (NSWCIH) Contracts office intends to award a Sole Source contract to University of Coimbra, Coimbra, Portugal. The university has developed a Multi-Channel Optical Detector and Analyzer with unique recording abilities to measure the pressure wave front of extremely small amounts of explosives. This procurement is to obtain data and test reports in order to learn the capabilities of the recording system. The applicable North American Industrial classification System (NIACS) code is 541990. The FSC code is D317. See Note 22. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
