Description
The IRS is in the process of analyzing the capabilities within the market place to provide training space administrative services from government location(s) or from contractor-owned locations to support 23 IRS field sites located in Atlanta, GA, Baltimore, MD, Cheektowaga, NY, Chicago, IL, Cincinnati, OH, Cleveland, OH, Dallas, TX, Denver, CO, Detroit, MI, Indianapolis, IN, Jacksonville, FL, Nashville, TN, New Carrollton, MD, New York/Brooklyn, NY, Pittsburgh, PA, Portland, OR, Richmond, VA, Seattle, WA, Oakland, CA, Los Angeles, CA, Laguna Niguel, CA, St. Louis, MO, and Puerto Rico. This function currently comprises 275 training rooms, ranging in size from auditorium to breakout rooms. Some of the training rooms are equipped with computers. Approximately 6,500 annual training events are scheduled in the rooms. Training is conducted during normal business hours, but may be scheduled outside those hours for unique circumstances. Events range from hour-long training sessions to sessions spanning several months. Customers of the training centers are all employees of the agency, and comprise approximately 62,000 customers. The IRS is interested in those contractors that have experience in supporting training centers who are able to perform all of the following functions: 1. Scheduling classroom space to maximize usage; including resolving conflicts. This is especially important, since many training events are time-sensitive and cannot be easily rescheduled to period of low training activity. 2. Ordering and providing supplies for instructors and students, receiving course materials (internal textbooks, commercial texts, and government forms) and notifying customer contact points of classroom locations. 3. Set-up and maintenance of classrooms and equipment, including AV equipment and computer hardware. 4. Providing instructor orientation to the facility, its equipment, and its services. 5. Photocopying class materials for the instructors. Since access to the facilities is restricted to government employees, access to the facility requires Federal background checks. Background checks are submitted to a federal background investigation center and are not paid for by the Government. The agency may be able to furnish the contractor with some training furniture and equipment from its current facilities (e.g., tables, chairs, podiums, overhead projectors, VCRs and computer hardware, etc.). Through this RFI, IRS seeks interested experienced parties to furnish capabilities statements with information illustrating experience in these services. IRS will use the information provided in the responses to this RFI to assess the relevent experience and availability of contractor employees and/or facilities as well as commercially available contractor owned training facilities. This RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to this RFI will not be considered as proposals or offers, which could be accepted by the Government to form a binding contract.
