- NAICS Code: 541620 The United States Environmental Protection Agency intends to negotiate on a sole source basis for a time and materials purchase order with Perrin Quarles Associates, Inc. of Charlottesville, VA for development of a revised Acid Rain Program Policy Manual. Title IV of the Clean Air Act, as amended by the Clean Air Act Amendments of 1990 (the Act, 42 U.S.C. 7651), authorizes the Environmental Protection Agency to establish an Acid Rain Program to reduce the adverse effects of acidic deposition. The agency is also in the process of establishing a NOx Budget Program in Part 96 and 97. Both Title IV and the NOx Budget Program require all affected utility units to monitor emissions using continuous emission monitoring systems (CEMS) under Part 75. The data quality from each CEMS is dependent on the effectiveness of the quality assurance and quality control program (QA/QC) required by 40 CFR 75, Appendix B, at each individual site. To assure consistency in the QC/QA programs, EPA needs to publish guidance to sources so the agency personnel, state personnel, and the sources will understand how to apply the Part 75 rules. This manual will serve as this guidance. Perrin Quarles Associates, Inc has extensive experience with the Acid Rain Policy Manual and revisions to the Part 75 rule. Therefore, Perrin Quarles Associates, Inc. will provide the most timely, cost-effective means of completing this project. This notice of intent is not a request for quotation (RFQ) for competitive quotes. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
