Description
NASA/JSC plans to issue a Request for Offer (RFO) for 4 AUTOMATED BATTERY/CELL TESTING SYSTEMS. NASA/JSC intends to purchase the items from Arbin Instruments, Inc., 762 Peach Creek Cut-off Road, College Station, TX 77845, since Arbin Instruments is the original manufacturer. Federal Acquisition Regulation 6.302-1(a)(2)(ii), states that when the Agency's need for the supplies or services are deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, and is of such that the Government would be seriously injured unless the Agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/24/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
