Description

The House requires support in the implementation, testing and operations and maintenance of standing-up a Digital Mail Solution. Upon successful completion and demonstration of the required Digital Mail capabilities, the House may enter into a long-term fixed price operations and maintenance contract with the Contractor. The overall objectives of the digital mail initiative is to: 1. Pursue concepts and technologies of digitizing 1st Class letters and flats. 2. Reduce vulnerabilities to the House and associated facilities when processing mail. 3. Improve quality of service by enabling electronic routing of paper mail. The House intends to achieve these objectives by implementing a Digital Mail Program in the following manner, while reserving the right to terminate the program and all related activities at any time: A. Conducting a Live Test Demonstration (Pilot) for 30 days for up to 50 Member offices and 2 Committees. B. Implementing a House-wide Digital Mail Program after successful demonstration of requirements. C. Conducting ongoing Operations and Maintenance Activities.
