Description
A Request for Quotations will be issued in approximately 15 days from the date of this notice for a Blanket Purchase Agreement (BPA). The purpose of this BPA, which will be for a base year and two-option years, is to secure the services of a qualified contractor to provide litigation-related copying/duplicating services including such services as: photocopying documents; hole punching; removing and replacing staples, clips, spiral, velo, and other bindings; binding documents including legal briefs and exhibits in spiral velo bindings; applying bates labels to original documents; making high quality color photocopies from photographs; pick up and delivery of documents, etc., to meet the requirements of the Office of the General Counsel of the U.S. Agency for International Development. The Contractor will be required to copy and reproduce litigation files, often in very large quantities, e.g., 5-20 banker's boxes. This procurement is set aside for small businesses. The NAICS is 323114--Quick Printing. The small business size standard is 500 employees. The procurement is estimated to be under $100,000. To avoid delays in pick-up and delivery of urgent orders, the contractor must be located within a two-mile radius of the Ronald Reagan Building, 1300 Pennsylvania Avenue, NW, Washington, DC. (It should be noted that the US Agency for International Development has special authority to procure printing and bindery services without going through the Government Printing Office per Section 636, Foreign Assistance Act of 1961, as amended, grants USAID authority to purchase printing and bindery services without regard to the provisions of any other law.)
