Description

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Commere/NOAA, Geosciences Research Division intends to negotiate on a sole source basis with the NAVSYS Corporation to conduct testing and evaluation of the Global Positioning System (GPS). The NAICS code for this requirement is 54190. The Government intends to procure the following services from the NAVSYS Corporation: 1. In-House Test Preparation; 2. Testing at Table Mountain; 3.Post-Processing; 4. Analyze Test Results; 5. Prepare Final Report; 6. Project Management Meeting. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must refer to Invitation for Bid (IFB)NCNL-00001 and must submit written data and documentation which demonstrates their capability to meet the requirements discussed, including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 15 day after publication of this synopsis. The Government intends to acquire these services utilizing simplified acquisition procedures. SEE NOTE 22.
