Description
This is a combined SYNOPSIS/SOLICITAITON prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this Notice. This announcement constitutes a request for quotation and is the only solicitation that will be issued; NO WRITTEN SOLICITATION WILL BE ISSUED. The Solicitation Number is DTFH61-02-Q-00085 and is issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular 01-06. The North American Product Classification System Code is 561110 and the small business standard is $6 million. THIS REQUIREMENT IS AN UNRESTRICTED PURCHASE. ALL BIDS WILL BE CONSIDERED REGARDLESS OF BUSINESS SIZE. The Federal Highway Administration has a requirement for a Graduate Student whose field of study is Civil/Transportation Engineering (who could choose this topic for a Master Thesis or PhD dissertation) to assist with the study project entitled ?Safety and Operational Evaluations of Signalized Intersection and Control Treatments.? The student will be responsible for comparing the safety and coordinated signal on an arterial road and fully actuated signal settings; Comparing the traffic operational performance of coordinated signals versus fully actuated signal settings ? if specific data is not available other intersection treatments will be explored and studied; Review existing literature and develop a work plan for conducting a safety and traffic operational comparison. Define the expected results and describe the analysis procedure. Using the Highway Safety Information System (HSIS), the student will investigate the available data sources from various states and help determine which State or combination of two will best meet the requirements; Specify a working sample with the necessary variables and size; Conduct the safety analysis to compare the safety impact of the two signal control settings; Conduct the traffic analysis from field observations and/or simulation modeling; Write a paper to describe the analysis procedure, results, and conclusions. The student is required to have taken basic traffic engineering courses and have some experience in using traffic microsimulation software. The student should demonstrate knowledge in conducting statistical analysis and data modeling using SAS or other comparable software. The student is required to work on site at the Federal Highway Administration, Turner-Fairbank Highway Research Center, 6300 Georgetown Pike, McLean, VA a minimum of 16 hours a week. The student should be within commuting distance from the Turner-Fairbank Research Highway Center. NOTE: No relocation expenses or per diem. This is a Simplified Acquisition and anticipated award date is on or about June 17, 2002.
