Description
Potential Sources Sought. This sources sought synopsis describes a requirement the Coast Guard has to lease up to eight helicopters commencing in FY2003 for up to five years. The leases will include full contractor logistics, maintenance, and training support. The helicopters will be used for tactical law enforcement operations in the maritime environment to stop go fast vessels transporting illegal drugs to the U. S. Helicopters proposed for this procurement must be twin turbine engine with dual pilot controls with a maximum mission take-off gross weight not greater than 10,000 pounds capable of sideward flight up to 45 knots. The helicopters must meet the requirements to operate from all Coast Guard cutter flight decks and be configured with the equipment required by the specifications. The specifications include (but not limited to) FLIR, Head Up Display (HUD), color radar capable of terrain and weather mapping, GPS navigation, TCAS, RADALT, emergency flotation, Environmental Control System (ECS), machine gun mount, and a 450 pound capable hoist. The helicopter shall have a minimum flight endurance at 120 knots airspeed at standard tropical day conditions (sea level, 30 degrees C, and 100% relative humidity) of 2 hours and 10 minutes plus an additional 20 minute reserve for a total endurance of 2 hours and 30 minutes configured with a crew of three and mission equipment. Each aircrew with survival and mission equipment weighs 250 pounds (total crew weight of 750 pounds). The Government Furnished Equipment (GFE) mission equipment weight is 187 pounds and includes (but not limited to) a .50 caliber sniper rifle and a M240 machine gun. Aircraft delivered to the Coast Guard are required to meet all FAA IFR certification requirements that includes VOR, ILS, ADF, and GPS navigation. Secondary non-FAA approved navigation includes TACAN/DME Communications systems include 100 dB channel isolation for operation of ICS, UHF, VHF/AM, VHF/FM, MILSATCOM, HF with ALE and ANDVT. Information Sought: Interested companies are encouraged to provide detailed data by which to evaluate the potential offeror's capabilities. No cost or pricing data is required. The following information must be provided to evaluate the acceptability of the offered components: Name and address of the contractor with a point of contact including name, title, phone and e-mail address; type of aircraft manufactured with details of the specifications that meet or exceed the requirements listed herein; size of the contractor, average annual revenue for the past three years and the number of employees; and whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business.
