- Description: This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 502-36-02 is for a contractor to perform the following service on station. Any boiler down time must be coordinated with engineering staff. Offerors should plan a site visit and become familiar with the area of coverage prior to submitting a proposal, in order to become fully aware of the scope of requirements. Failure to understand the contract requirements shall not relieve the successful offeror from performing in accordance with the strict meaning and intent of the specifications. Any cost not incorporated into the offeror?s price will not be reimbursed by the Government. Payment will be made by sending an invoice to: Department of Veterans Affairs Medical Center, Fiscal Officer (04), PO Box 69004, Alexandria, LA 71306-9004. NAICS code for this solicitation is 811310. Per FAR 13.003 (b)(1), this solicitation is set aside for small business. Small business, as identified by FAR 19.102, is annual sales less than $5,000,000. Contractor shall furnish all labor, materials and equipment necessary to remove all pneumatic auto/manual stations, controllers, and chart recorders. All material and labor must meet all applicable codes. Also, all removed material and equipment must be removed from VA premises and properly disposed. Contractor must cover panel cutouts with 3/16? aluminum plating as required. Replace draft transmitter. Replace steam flow transmitter. Install control system and operator interface on each of three boilers and in control room to replace plant master control. Install P/I and I/P converters as required. Install all conduits, wiring, tubing and mounting as required. Replace positioners as required on each boiler. Interface all existing equipment to new controls as required. Install oxygen analyzer on boiler number 2. Develop auto-cad drawing set for control system changes. Develop, install and test control system software. Provide operator training (minimum of 32 hours). Provide start-up services and tune all controllers. Provide all manufacturers manuals and instructions for new equipment. Install four complete control systems (three boilers and one plant master control). The Contracting Officer?s Technical Representative (COTR) is William Slater, Utilities Unit Supervisor, who will act in behalf of the Contracting Officer in a limited capacity. The Contracting Officer is the only person authorized to approve any changes or modifications of the requirements under this contract. All work must be scheduled thru Mr. Slater to assure minimum down town on the boilers. Control systems must have the capability to be interfaced with Johnson Controls Energy Management System in the future. Contractor will supply and install controller that will consist of a Honeywell UMC 800 multi-loop controller, 120VAC, UL approved with I.O. cards as required, color operator interface, 3.5? disk drive, data archiving, SDA software (archive analysis) and control builder software (programming or equivalent. All software licenses must be reviewed by VA counsel and must be provided prior to installation. Wage determination will be supplied upon award. FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998) states: ?This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.? Applicable clauses and provisions include 52.212-4, Contract Terms and Conditions?Commercial Items (February, 2002), with addendum; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (December, 2001). Incorporated under this clause are: 52.203-6; 52.219-23; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-13; 52.232-34; 52.222-41; 52.222-42; 52.222-43; 852.237-70; 852.270-4; 852.271-70. Clauses also include: 52.212-1 Instructions to Offerors?Commercial Items (October, 2000); 52.212-2 Evaluation?Commercial Items (January, 1999) The following factors will be used to evaluate offers: Cost will be graded at 51% and technical and past performance together will have a total weight of 49%. Offeror must provide the contracting officer with proof of past performance on the last five contracts that include recent and relevant contracts for the same or similar type of work. Information shall include: 1) type of service provided; 2) name of the organization; and 3) point of contact by name and telephone number. 52.212-3 Offeror Representations and Certifications?Commercial Items (April, 2002), which must be completed and returned to the Contracting Officer with offer.
