The required support includes, but is not limited to: Non personal services will provide: (1)Researching classified and unclassified documents for relevant technical information on electromagnetic systems, events and aircraft signatures; (2) analyzing the information and preparing an engineering report on the items of interest ? report format and focus vary widely depending on topic; (3) Developing analysis tools to improve the analysis process and delivery of the final reports. Dynamic taskings and dramatic schedule changes may be involved depending on operational tempo of the organization. Interested offerors must understand and be familiar with (a) parametric databases, (b) research techniques that will allow them to obtain data on all assigned systems, events and signatures, (c) data analysis techniques that will allow them to use extracted data to ensure consistency with electromagnetic systems, (d) technical library maintenance procedures and (e) analytical report preparation. Additionally, interested offerors must e able to provide UNIX support, web software integration, database support, software application development and training support. The majority of the effort will be conducted at the contractors site with some effort at the government site. Personnel performing this effort must be eligible for at least a Secret and possibility of a Top Secret/Special Compartmented Information (TS/SCI) security clearance. Period of performance will be a five (5) year period. Median Source Selection procedures will be used for this acquisition. Three types of pricing arrangements will be used; Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Time and Materials (T&M). The Government will proceed with an Indefinite Delivery/Indefinite Quantity Contract consisting of a minimum and maximum dollar threshold. All responsible sources solicited may submit a bid, or proposal which shall be considered. Only written responses will be accepted. The approximate issue date will be 24 May 02 and the approximate response date will be 24 Jun 02.
