Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a maximum of three (3) firm-fixed price purchase orders for Advance Engineering Analysis to convert the US Army Multi-Option Fuze for Artillery (MOFA) for US Navy application. The MOFA is an RF based fuze with multiple modes of operation. This effort is deemed as risk reduction, as NSWCDD contemplates the award of a competitive contract to complete the conversion effort shortly after the period of performance of these purchase orders. This effort will be limited to three months, investigating two areas of concern. The first is an investigation into the potential for the S&A arming distance to be increased to provide greater safe separation distance, and the second is to investigate whether the inductive coil and associated electronics needs modification to pick up enough power from the Navy Mk 34 Setter. Each contractor shall provide a final report with level 1 type drawings on their progress in achieving the S&A and setting improvements. No proprietary designs will be accepted, and all design work and progress will be disclosed in the final report. Each of the three purchase orders will have a ceiling price of $50,000.00. Each awardee must get government approval of their basic design approach prior to initiation of the efforts under the purchase orders in order to avoid duplication of effort. In order to be eligible for award of a purchase order under this synopsis/solicitation, each offeror shall submit a short/concise technical approach description, identify the key investigators, and their background/experience with the MOFA, and shall submit cost data sufficient to support a price not exceeding $50,000.00. Awardees will be selected based upon their propos ed technical approach, the overall experience/education of the key investigators, and their demonstrated background/experience with the MOFA and the Navy unique requirements. This procurement is being issued under the Simplified Acquisition Procedures as a Combined Synopsis/Solicitation. The closing date is 31 May 2002, and the anticipated award date is 14 June 2002. Offeror should reference N00178-02-Q-1032. Offeror shall complete the representations at FAR 52.222-22 PREVIOUS CONTRACTS AND COMPLIANCE REPORTS (FEB 1999), and 52.222-25 AFFIRMATIVE ACTION COMPLIANCE (APR 1984).
