Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for UTILIZING SUPERALLOY LATTICE BLOCK IN ADVANCED GAS TURBINE ENGINES This procurement is being conducted under Simplified Acquisition Procedures, FAR Part 13. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. NASA/GRC intends to purchase these services from GE Aircraft Engines. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements." Since GE Aircraft Engines was selected via a U.S. Department of Defense, Defense Advanced Research Projects Agency (DARPA) competition as the sole contractor for the Quiet Supersonic Platform (QSP) Program, they are the only qualified contractor capable of designing parts for the QSP engine and undertaking testing pertinent to this engine. Interested firms have until May 29, 2002 to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after this date or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
