- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The SPS Program office intends to enter into a limited resources competition with Sybase and American Management Systems, Inc. as authorized under 10 USC 2304 (c)(1) (Numbered Note 22) due to their requisite knowledge and proprietary nature of the SPS application. The following provisions/clauses apply: 52.212-1, 52.212-4, 52.219-8, 52.232-33, 52.232-33, 252.2004-7004, 252.209-7001, 252.212-7000, 252.225-7000, 252.225-7017, 252.225-7013, 252.225-7037. The following evaluation criteria are included as part of 52.212-2: (1) technical capability of the item offered to meet the Government requirement; (2) price, (3) past performance, (3) small disadvantaged business participation. All offerors are required to submit product literature with their submissions as well as conduct a briefing and demonstration to the JPMO describing their proposed solution to this requirement. The Government reserves the right to make a single, multiple or no awards as a result of responses received for this RFP. CLIN 0001 Purchase of Adaptive Technology, 1 lot. This statement of objectives (SOO) is for the purchase of commercial adapter technology in support of the Standard Procurement System (SPS) Joint Program Management Office (JPMO) sponsored by the Defense Contract Management Agency (DCMA). This technology insertion is to facilitate systems integration and support an open architecture for the SPS product. A commercially available product is required, having core competency in listed objectives, and be available for purchase. Contractor must be able to provide integration and adapter development support with the Procurement Desktop-Defense (PD2) Sybase database. Section 2, Background: The SPS JPMO is in the process of acquiring and fielding a commercially based standard application to support the automation of contracting offices throughout the Department of Defense (DoD). This program will continue for several years and will include the use of modern technologies for software applications, communications, security, data migration and data warehousing. Section 3, Objectives: To provide adaptive technology and integration support to the SPS JPMO to enable the SPS product to better integrate with other systems and provide an open environment for data manipulation. The technology must support: Enterprise implementation and solutions; Support multiple databases; Facilities for identifying and alerting on failed transactions or other alterable conditions; Ability to integrate with PD2 Sybase relational database management systems (RDBMS); Declarative approach to defining relationships and interfaces; Enable ?universal interface? approach, normalized format; Provide managed approach to evolving information formats and business rules; Flexibility in formatting and rules to enable smooth technology and architecture migrations; Provide ability to define transactions in appropriate formats (i.e. ebXML, XML, EDI, etc.); Adapter tools must permit simple, graphically based design of formatting and mapping instructions; All information consumed or produced by SPS must be mapped to the adapter with relationships maintained. Section 4, Tasks: Task 1, Adaptive Technology: The Contractor shall provide an automated self-install adaptive solution to enable an open architecture for the SPS application in support of the objectives listed above. This solution will enable the creation of adapters using a graphical user interface (GUI) to result in defined transactions in the appropriate format using a declarative approach to refining relationships and interfaces. Enterprise implementation capability of the solution is required (i.e. adapter solution in one location can support multiple databases/locations). The solution must integrate with the existing Sybase RDBMS and PD2 data structure. Enterprise license for commercial-off-the-shelf (COTS) product and maintenance for updates/changes in subsequent years must be identified. Task 2, Adapter Development: The Contractor will be responsible for working with the Government, its representatives and the development contractor, American Management Systems, Inc. (AMS), and the SPS product to develop the adapter(s) and document type definitions (DTDs) needed to provide an open integration solution. The anticipated scope of the effort would include definition of: inbound purchase requisition, bi-directional award, bi-directional modification, outbound solicitation, inbound offeror response, inbound organization, inbound vendor, bi-directional contract closeout, outbound federal procurement data system (FPDS) data, bi-directional commitments, bi-directional application advice and outbound milestones. Documentation regarding installation and adapter operation must be included. This documentation must be capable of being used as a self-training aid for the adapter. This effort will result in a Government-owned utility (adapter) and documentation. The updates/changes to the utility (adapter) would be the responsibility of the Government. FAR part 52.227.7013 applies to this utility (adapter). Task 3, Contractor Reporting: The Contractor will prepare and provide project updates plan on a bi-weekly basis. Section 5, Contract Deliverables: The destination point for all deliverables is the SPS JPMO or a site specified by the SPS JPMO. All deliverables will be delivered in Microsoft Office 2000 or applicable application on CD. Each deliverable will be determined acceptable or unacceptable to the Government within ten (10) calendar days after date of delivery. Delivery of the adaptive technology is required by October 31, 2002. The Period of performance will be receipt of award through December 31, 2002.
