Description
The National Oceanic & Atmospheric Administration (NOAA)has a requirement for grounding, transient voltage and surge protection for NOAA Profiler Network Systems. The Contractor shall test, rectify and upgrade the ground and lightning protection systems that have been installed at thirty locations of the NOAA Profiler Network. The Contractor shall: 1) Connect the radar antenna support structure ground leads to the Technical Ground ring as specified and shown on the drawings; 2) Test the current grounding system, repair all defects and restore the grounding system to meet the Governments design specifications as provided and shown on the drawings; 3) Connect the profiler equipment shelter steel base and the GOES antenna mast to the Technical Ground ring as specified; 4) Provide a uniform grounding scheme for all profiler sites; 5) Install a telephone and data line surge suppressor as specified herein and shown on the drawings; and 6) Install four (4) optical isolators to protect the RS-232 communications equipment. Evaluation factors in the bid process will be part of the selection process. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. Procurements under Simplified Acquisition Procedures ($25,000-$100,000) are set-aside for small business unless small business cannot meet the need at a reasonable price.
