Description
The United States Postal Service is seeking Qualification Statements from design/build entities desiring Prequalification for award of a Design/Build Competitive, Guaranteed Maximum Price (GMP) contract for the design and construction of a Carrier Annex in Santa Monica CA. Construction estimates for this project are in the range of $18,000,000 to $21,000,000. The scope of work for this project includes design and construction of a 230,000 S.F. multi-story facility to house carrier operations of which 178,000 S.F. is for multi level parking (including rooftop parking). The facility will be constructed on a 1.8-acre site located at 711 Olympic Blvd. in the City of Santa Monica, CA. This project has no material handling (mechanization) work. The project includes but is not limited to the following; administrative offices, workroom, truck docks and a parking structure. All areas described are approximate; exact areas will be denoted on plans and specifications to be issued with the Postal Service?s request for proposal. The total period for construction of the project will be 730 days from Notice to Proceed. Only the most highly qualified contractors will be prequalified. To be considered for prequalification the company must; be financially capable; have been business a minimum of five (5) years as a entity; provide examples of minimum Experience/Performance requirements of two (2) comparable projects with in the past five (5) years (one of which must be completed). For this project Comparable Projects are defined as; new construction of commercial or institutional facility with a minimum of 60,000 square feet, and a multistory parking structure of 100,000 square feet and a total construction cost of $6,000,000 or more. The Qualification Statements will be evaluated in accordance with the following criteria: Part III, Experience/Performance, includes both Comparable and Non-comparable experience/performance and Part IV Capabilities, includes; Organization, Safety, Backlog, Financial Capability, Bonding and Banking. The Postal Service intends to issue a Request for Proposal (RFP) only to companies that become Prequalified. The Postal Service will select the offeror whose proposal contains the combination of technical and cost related factors that provides the overall Best Value to the Postal Service. Primary consideration may be given to superior technical or management features rather than lowest overall costs. Prequalification packages are available now and may be obtained by email to; pkelly1@email.usps.gov or tbonsall@email.usps.gov. Prequalification packages are due by 3:00 PM PST, June 25, 2002 and should be mailed, using one of the services offered by the Postal Service, to Ms. Joan Gonzales, Major Facilities Purchasing, P. O. Box 2250, Seal Beach, CA 90740-1250. Qualification Statements will not be returned.
