Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA209) is seeking interested sources for the follow-on production contract to meet the 2004 and subsequent procurements of the ID-2575/AYQ-25 (V) Advanced Multipurpose Color Display (AMPCD), the replacement for the existing Multipurpose Color Display installed in the AV-8B and F/A-18C/D. The AMPCD is a form, fit, and functional interface replacement to the existing MPCD and utilizes Advanced Matrix Liquid Crystal Display (AMLCD) technology. Currently the AMPCD is being developed and procured by Honeywell Defense Avionics Systems subcontracted through a NAVAIR HQ sole source contract with Boeing (N00019-00-C-0307) for the development of the Advanced Mission Computer and Displays (AMC&D) for the F/A-18C/D and AV-8B aircraft. The initial contract for Full Rate Production of the AMPCD will be procured on a sole source basis from Honeywell. NAVAIR intends to solicit the subsequent years full rate production contract through full and open competition. A Request for Information from interested potential bidders was published under FedBizOpps Sources Sought Notice 209AMPCD-FRP-04 on 18 March 2002. This notice is to announce an industry day on the 6th of June 2002 so that potential offerors may present capabilities statements and address concerns in advance of the release of a formal Request for Proposal (RFP) for this effort. Participation in this Industry Day is not mandatory and will not preclude any interested offerors from further participation in this procurement. The Air Combat Electronics Program Office AMC&D Integrated Product Team (IPT) requests that vendors be prepared to present information regarding their companies' capabilities and experience. They should also prepare a list of concerns and questions they may have regarding the requirements for this procurement. No written responses will be provided from the Government. Contractors are requested to provide the name of their company, organization, and/or division group, specify company status, i.e., Hubzone, 8(a), small business or large business, telephone number, and email address. Due to security requirements for base access and time limitations, pre-registration for appointment times is necessary. Contractors' participation is limited to no more than 3 people per company. The conference room provided will have audiovisual equipment including computer hook-ups and overhead projectors. No paper presentations are required or expected. Requirements for the full rate production effort have not been fully defined, and this is not a notice of formal solicitation. The period of performance shall cover a one-year base period plus four option years. The contract type is anticipated to be a Firm Fixed Price or Fixed Price Incentive, with a projected need to award by the Fall 2003 time frame in order to satisfy 2004 production requirements. There is no Platform Integration Schedule for this requirement. Because this is a form fit function interface for an existing unit, forced retrofit change-outs will be performed based on squadron availability. Requirements for delivery schedules, quantities, and qualification of units have not been established. Vendors are encouraged to make recommendations and suggestions that may assist the Navy in preparing their solicitation. In order to request an appointment for participation in this Industry Day, interested parties should contact Dee Peters by electronic mail at petersda2@navair.navy.mil only; no phone calls or other forms of contact should be used. Appointment times will be limited to 2 hours, beginning at 8 a.m. with the last appointment no later than 3 p.m. on Thursday the 6th of June. When requesting an appointment by email, please list two appointment times in order of preference. You will receive an email reply with a confirmed appointment time. At this time, directions will be provided, and you will be requested to reconfirm the appointment bya given date, and provide the names and titles of the parties who will be attending. The Navy will not pay for product research, development, qualification testing, re-packaging, re-design and/or information received in response to this announcement. Further, travel expenses will not be reimbursed by the Government for attendance at this event. The Navy may use support contractor employees from DCS Incorporated and Eagan McAllister Associates, Inc. to assist in reviewing the responses received under this announcement.
