- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-23. This acquisition is 100% small business set-aside and the NAICS code is 541990 with a small business size standard of $5.0 million. It is the intent of the National Institutes of Health (NIH) to negotiate on a sole source basis with Ms. Gloria Butler, Hagerstown, Maryland, to provide expert technical training room support services to the NIH Business and Research Support System (NBRSS) Office. NIH recently completed a comprehensive management and systems analysis to define the requirements for a new administrative computing system and evaluated potential systems to satisfy these requirements. This analysis has determined that the NIH must replace its current system with an off-the-shelf software products. These products have been selected and a system integrator has been hired to implement this software at NIH. NIH is seeking the assistance from an individual with an expert understanding of NIH technical and administrative systems, particularly with the Administrative Data Base (ADB). NIH requires the expert technical consulting services to support the NBRSS project for a period of three years. Specifically, the contractor shall assist the NBRSS Change Management Team, Functional Team Members and the Technical Team in the following areas: 1) supervise and maintain computer classrooms, i.e., setup of computers and peripherals in the training room, maintain and upgrade computer hardware and software, etc.; 2) serve as technical liaison for remote training locations; 3) serve as training room coordinator, i.e., schedule classes and room usage, assist instructors/ students during training, assist in the preparation, printing, and disbursement of training materials, etc.; 4) develop and maintain databases that will store/compile communication and training survey data; 5) develop online surveys to be posted on the NBRSS website and assist in the preparing and conducting surveys, i.e., post training materials/job aids on the web, post regular updates to the website, modify the website to meet NBRSS needs, etc.; 6) participate in the testing, documentation and deployment of the NBRSS systems, i.e., assist in testing the NBRSS system, assist with deployment activities. Ms. Butler has provided expert technical training room support services to the National Institutes of Health Office of Human Resource Management (OHRM) for over 10 years as a contract employee. Ms. Butler's previous experiences as a training room coordinator in the OHRM uniquely qualifies her as the only source capable of successfully providing the necessary technical services. This requirement represents a continuation of the services she is currently providing to the OHRM project. She has an extensive knowledge of training issues, particularly at NIH. She therefore will require no orientation to NIH training room environment in existence at the NBRSS. NIH has determined that Ms. Butler is the only source with the unique combination of required expertise and experience who can successfully complete the requirements listed above. Vendor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this purchase order.
