Description
The objective of this requirement is to obtain the necessary technical personnel, facilities and equipment to perform the inspection and compliance testing services to determine conformance of sample child restraints with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 213, "Child Restraint Systems." The Government will provide test items to the Contractor as Government Furnished Test Items (GFTI). The Contractor, in conjunction with the inspection and compliance testing services, will also be required to perform reporting services. Bidders must have the necessary testing facilities and equipment capable of meeting the testing requirements as specified by the Solicitation and Laboratory Test Procedure number TP-213-05 for Child Restraint Systems. The Government may require a demonstration test at the offeror's expense prior to contract award using the testing facilities, personnel, and equipment that the offeror proposed to use in the performance of the contract. NHTSA also reserves the right to conduct a pre-award survey or to require other evidence of financial capability to perform the work described in the solicitation, prior to the award of the contract. No subcontracting will be permitted. A period of performance for twelve (12) months with options for four (4) additional one-year periods is contemplated. Electronic copies of the Invitation for Bid (IFB) will be available over the Internet, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizopps.gov or www.eps.gov. It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). It is anticipated that the IFB will be issued on or before June 28, 2002.
