- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a requirement using Commercial Item Procedures (FAR 12.6) for ADF. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (JAN 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (APR 2002); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2001). OVERVIEW: The African Development Foundation (ADF) is seeking a highly qualified individual to serve as a representative responsible for the oversight of ADF funded programs in those two countries from June 15, 20002 to December 31, 2002. Advisor will provide up to 141 days of service, carrying out the scope specified. Statement of Work: The ADF Interim Representative for Cape Verde and Senegal will be responsible for the oversight of ADF funded programs in those two countries; including promoting ADF funding in priority program areas that are likely to have significant impact on the grassroots groups and communities and ensures grant and cooperative agreement recipients conformance with ADF policies and procedures. The ADF/IR will represent ADF's programs to government officials, non-government organizations and the business community in order to promote ADF's grassroots participatory development processes and to disseminate "lessons learned" from ADF funded projects. In this capacity, the ADF/IR is the principal contact point for the Partner, Grantees, applicants, development practitioners and host country government. The ADF/IR monitors the implementation of cooperative and grant agreements and reviews, clears, and reports on all deliverables submitted by the recipients of ADF assistance. Specific tasks: 1) Oversees Program Management and Administration including: a. develops a work plan to be implemented from June 15 to December 31, 2002; b. verifies that the Cooperative Agreement Partner (Partner) has developed a comprehensive monitoring plan for each project and that same has been submitted for approval by ADF/W; c. ensures that Partner develops a comprehensive operational plan and budget for FY 2003; d. provides comments on Partner's plan and budget and submits to Washington for concurrence; e. reviews Partner's monthly activity and financial reports and monitors closely any deviation from the Partner implementation plan; f. reviews and certifies Partner and Grantee disbursement requests and submits same to ADF Washington for approval and payment; g. reviews Grantee budget amendments and budget shift requests and submits them promptly for approval; h. prepares End of the Fiscal Year annual performance reports for both country programs in accordance with ADF guidelines; and i. performs other tasks, to promote effective and efficient ADF operations and 2) assesses Outreach and Portfolio Development including: the existing portfolio and identifies new opportunities consistent with the Country Strategy Plan and ADF program priorities; and disseminates ADF program and grant application procedures; 3) reviews applications/proposals and requests additional information from applicants, as required; categorizes and prioritizes applications/proposals; conducts preliminary screening of applications/proposals per established ADF guidelines and procedures; makes site visits to projects under consideration for funding in FY 2002 and makes also site visits to projects planned for funding in FY 2003; conducts preliminary technical and financial assessments and final screening of applications/proposals and submits same to ADF/W for approval; and discusses TA needs with local ADF partner and follows-up closely on the timely development of required project documents; 4) participates in the Project Development, Grant Making, and Project Start Up by familiarizing himself with the development of Project concept Papers and final documents, feasibility studies to they are in accordance with ADF policy and programming guidelines; reviews and provides pertinent comments on all proposals and any other requests; participates and provides comments in all technical meeting reviews; follows-up on the grant preparation process to ensure that projects approved by the President are finalized in the recommended ADF formats and are processed in a timely manner; facilitates the signing of new grants and ensures that signed grant agreement copies are promptly submitted to ADF Washington; and Ensures that Grantees attend a bookkeeping workshop no later than 45 days after the signing of their grant agreement; 5) monitors, remediates in assesses in the following areas: Oversees Partner regular field monitoring of projects per monitoring plans and ensures timely submission of monitoring reports; ensures that timely corrective actions are taken by Grantee and Partner based on project monitoring reports to ensure optimum project outcomes; travels to selected projects to verify independently Partner and Grantee compliance with project implementation and monitoring requirements and ascertain accountable use of project financial, human and material resources; prepares site visit reports and submits same to OPFO I Director, highlighting unique achievements and any critical/unresolved issues and respective plan for remediation; Upon receiving OPFO feedback, advises Partner and Grantee of actions required; Verifies implementation of corrective actions and notifies OPFO of remedial actions taken; Reviews Grantee performance reports for completeness, pertinence and accuracy; and Analyzes and rolls up critical information on the achievement of objectives at the level of each individual project into a general report that reflects the quality of performance of each country program; 6) Ensures and verifies in a timely manner that all outstanding audit issues for projects audited within the last year have been completely resolved and that audit recommendations have been closed. Verification is accomplished by field visits to the grantees and/or by reviewing documents submitted by the grantees; and Facilitates the performance of new Grantee field audits by ensuring that grantees are notified, introduced to the auditors, and that all grantees financial records are made available to the auditors. 7) Effects the programmatic and financial close outs of all projects that expire by July 1st, 2002 according to ADF policies and procedures; Ensures that close out reports are complete, accurate with reliable data; and Ensures that grantee reimbursement of any unused or unjustified funds is collected on a timely basis according to ADF policies and procedures. 8) As an External Liaison a)Acts as the Interim ADF Representative for Cape Verde and Senegal during the period of this contract; b) Promotes ADF goals and objectives as a grassroots development organization; c) Promotes ADF development approach and cultivates collaborative relationship with key stakeholders; d) Projects and maintains a positive image and reputation of ADF during the performance of these duties. 9) The candidate requirements include a university degree, preferably a graduate level degree, in economics, business administration, public administration or equivalent with a mastery of English, French and Portuguese. The ADF/IR must be a mature and highly regarded professional, capable of interacting effectively with high-level government officials and donors. The individual should have at least seven (7) years of professional experience, preferably in development in Africa, at least four of which must be in a leadership position that demonstrates knowledge and skills in the successful management of significant development program and budget management skills. The candidate must be familiar with US Government rules, regulations and standard operating procedures. Prior work experience with a US Government funding entity is highly desirable. The candidate must be able to travel frequently to Africa. Travel in some parts of Africa is sometimes arduous with extreme climate conditions. Remote areas have very few amenities with inadequate health care facilities. 10) The Interim Representative is expected to fully collaborate with the local partners in order to achieve the stated objectives. Partners will provide pertinent information and documentation on the country programs to facilitate the work of the Interim Representative. At times, at the request of the Interim Representative, joint site visits can be undertaken for project development and/or monitoring purposes. 11) The performance of this contract will be from June 15, 2002 to December 31, 2002. With the exception of trips to Cape Verde and Senegal, work is to be performed at the Foundation's headquarters in Washington, D.C. 12. The ADF Interim Representative will prepare and submit monthly activity reports to indicate progress and, when appropriate, site visit reports and field trip reports. All reports are to be submitted for review and comments to the Director of OPFO I. 13) The Foundation will pay the contractor a daily fee. Work on Saturdays while on travel status will be paid if authorized ahead of time. Payment will be made bi-weekly upon presentation of an activity report and timesheet justifying the use of contractor's time. Costs related to the contractor's travel to Cape Verde and Senegal will be paid by ADF in accordance to US Government travel regulations. Travel arrangements will be made and paid for by ADF. Five days per week while in Washington, DC. While on travel assignment the contractor will normally be working six days per week. Number of days is estimated at 168. The Government Estimate for this contract is $72,000 - $80,000. Cost proposal should specify labor costs. Actual expenses will be reimbursed by ADF for any travel costs associated with the activities of this contract. A detailed work plan will be developed and submitted for the contract period. Bi-weekly activity reports will be submitted to the Regional Director, indicating activities performed during the two-week period, significant issues requiring management attention, and plans for the following period. Site visit reports with recommended actions will be attached to the bi-weekly reports. Evaluation Criteria: Each offeror's proposal will be evaluated according to the factors shown below and scored as indicated: successful prior work experience and previous annual salary history -15 points; successful prior experience working for an international development agency or organization at a senior project and/or program management level - 15 points; history of successful completion of similar tasks and history of providing high-quality products and services - 20 points; history of delivering the products and services on schedule under time constraints - 20 points; prior experience in working effectively with high-level government officials and donors - 15 points; demonstrated ability to solve problems with minimal management oversight - 15 points; Required Qualifications: University degree, preferably a graduate degree in economics, business administration, public administration or equivalent - 10 points; at least seven (7) years experience, with a minimum of four years in leadership position managing grassroots social and economic development programs in Africa - 20 points; mastery in English, French and Portuguese - 15 points; familiarity with USG rules, regulations and standard operating procedures; experience with U.S. Government funding entity - 20 points; knowledge and familiarity with grassroots project selection, design, monitoring, and performance assessment processes and issues - 20 points; willingness to travel frequently to Africa and visit remote locations under extreme climate conditions and limited health care facilities - 15 points. Cost will become a major consideration in selection of the successful offeror between proposals that are evaluated as equal in quality. The cost proposal should only include labor costs. The proposal is to include an option of one month additional work priced out on a daily basis.
