- NASA/GRC plans to issue a Request for Quotation (RFQ) for 1. 1 ea. Weather Balloon (Radiosonde) Ground System, Model No. (LOS)GPS W-9000; A description of the Differential (LOS) GPS W-9000 system is as follows: GPS zeemet rack with antenna control/power module, 403 MHZ digit receiver, interface module, and GPS module with local DGPS receiver, 403 MHZ electronic switch antenna system with electronic switch/preamplifier, 403 MHZ omnidirectional antenna, 6 element 403 MHZ antenna array, 200 ft. cable, local DGPS antenna system with GPS antenna with INA and 200 ft. of cable, W-9000 system software with real-time presentation of meteorologocal and wind data, automatic archiving of all sonde data, real-time serial output of all measured and calculated parameters, user definable report generator option, and user definable graph generator option; and 2. 20 ea. Expendaable weather balloon instrument package 403 MHZ Los (Differential) GPS Mark II Micronsonde, Model No. GPS Mark II . This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Sippican, Inc. Meteorological Systems Group, 7 Barnabas Road, Marion, MA 02738-1499. The authority of other than full and open competition is 10 U.SC. 2304 (c)(1). The lack of competition is justified because (1) the Sippican radiosonde system is the only system that is compatible with a liquid water content measuring instrument manufactured by ATEK. The combined ATEK/Sippican system is required to satisfy the program needs of the NASA Icing Research Program's Remote Sensing activity; and (2) The Sippican system is required to provide both a hosting platform for the ATEK instrument, but also provide the required radiosonde information (temperature, humidy, pressure, and wind profiles). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 6, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
