Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for one (1) each CO2 Laser. Laser should operate in pulse mode with repition rate >20 hz, higher repition rates up to 100 hz are desireable; per pulse energies > 100 millijoules/pulse with a pulse width < 100 nanoseconds; laser should be operational using either the C-12 or C-13 isotope of C)2; should be able to tune within laser line (~1 GHZ) and be able to tune between laser lines on a shot by shot basis; should be upgradable to single longitudinal mode operation via injection seeding. The result system should have time averaged linewidth of < 50 MHz. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Edinburgh Instruments, Livingston, United Kingdom. Edinburgh Instruments is the only source that can meet the stringent requirements of this laser. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 7, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
