- NASA/LaRC plans to issue a Request for Quotation (RFQ) to procure a Fokker 28 NASA Structural Analysis (NASTRAN)static finite element computer model and support for in-house development of a dynamic finite element model to be used in an Aviation Safety Program test and analysis project. This procurement will include two (2) six month option periods for additional engineering support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP)under FAR Part 13.5 Test Program for Certain Commercial Items. NASA/LaRC intends to purchase the items from Stork - Fokker Services B.V., which is the only responsible source and no other supplies or service will satisfy the agency requirements. It would take substantial duplication of time and money for another company to become qualified to develop a computer model for the Fokker 28 which contains proprietary data and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 03, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
