Description
We have received some inquiries expressing interest in the preproposal conference relating to the ASYS-2003 solicitation. The conference is scheduled for May 28 and 29, 2002. As information, there are certain requirements to participate in the Air System program. These are shown below as these requirements may have an impact on your interest in this meeting and the solicitation to be soom issued. (1) For purposes of this contract, capable means that the supplier is an airline according to the criteria listed below, and is not listed on the Postal Service, or other government agency?s list of debarred, suspended, and ineligible suppliers, and is otherwise qualified and eligible to receive an award under applicable laws and regulations. (a) FAA Operating Certificate/Eligibility: In order to be eligible for contract award, an offeror must be able to demonstrate that it is a certificated air carrier as defined in the Federal Aviation Act, whose primary business is direct air transportation and that it is engaged in that business on a day-to-day basis, and has been operating service for a minimum of 90 days prior to contract award. If an offeror is a successor airline who has acquired a controlling interest in another airline; i.e., a transfer of control of the aircraft has taken place, and if the predecessor airline had been operating as described in this paragraph, then the Postal Service may consider that the requirements herein have been met. (b) The offeror must provide a copy of a valid Federal Aviation Administration operating certificate issued under either Part 121 or Part 135 of Title 14 of the Code of Federal Regulations. (c) The offeror may be required to submit a copy of its operational specifications, if requested by the Contracting Officer. (d) Award may be postponed until the offeror provides the Contracting Officer with the assigned OAG code or any other documentation called for in this solicitation or requested by the Contracting Officer, or the Manager, Commercial Air Operations.
