Description
THIS AMENDMENT 02 AND AMENDMENT 01 TO THE COMBINED SYNOPSIS/SOLICITATION ADDS LINE ITEMS 06 AND 07 TO THE SOLICITATION (see description below) A REVISED SCHEDULE IS BEING POSTED ON FEDBIZOPS FOR CLARITY. LEASE OF VEHICLES FOR THE SIERRA NEVADA FRAMEWORK PROJECT, RESPONSES DUE ON 05/24/02 BY CLOSE OF BUSINESS (4:30 PM). This is a combined synopsis/solicitation under the FAR, Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through FAC 07. This is an unrestricted solicitation. The purpose of this solicitation is to lease vehicles for short-term use by employees of the Forest Service. These vehicles will be utilized in a variety of work applications that will require operation over road surfaces ranging from paved highways to gravel and unimproved rough roads throughout the National Forests. Vehicles leased under this agreement shall be in good mechanical condition and meet the requirements below. A separate Schedule of Items is available for clarity. See document labeled 02-111-Schedule, or contact this office for a copy. Specify for each vehicle any delivery charge and/or excess mileage charge. 1,500 miles per month per vehicle is to be included in the quote. All vehicles to be delivered on or before June 3, 2002. Each vehicle lease to be 6 months (June 03, 2002 through October 31, 2002), except for CLIN03 which will be for 5 months (June 3, 2002 through September 30, 2002) *****************AND CLINS06 AND 07 WHICH WILL BE FOR 4 MONTHS (JUNE 3, 2002 THROUGH SEPTEMBER 30, 2002).*********************************************************** CLIN01 3 EA 4WD COMPACT PICKUPS (see Specific Items; a. below); CLIN02 1 EA 2WD COMPACT PICKUP WITH EXTENDED CAB (see Specific Items; a. below), CLIN03 5 EA 4WD SUV (see Specific Items; b. below); CLIN04 2 EA 4WD COMPACT PICKUPS (see Specific Items; a. below); CLIN05 2 EA 2WD COMPACT PICKUPS WITH EXTENDED CAB; CLIN06 2 EA 2WD COMPACT PICKUPS (see Specific Items: a. below; and CLIN07 2 EA 4WD SUV (see Specific Items: b. below). Vehicle Delivery and Pick up Location The contractor shall provide drop-off and pick-up. As an alternative the contractor shall offer an established location where the Government can reasonably pick-up/drop off vehicles. Delivery Location(s) and times: Items 01 through 3 are to be delivered to: USDA Forest Service, Truckee Ranger District, 10342 Highway 89 North, Truckee, CA 96161, (530-587-3558. Contact Chris Mease, USDA Forest Service, 24 to 48 hours in advance to schedule delivery. Delivery will be Monday through Friday, excluding Federal holidays, 0800 to 1530. His number is 530-582-6787. Items 04 through 05 are to be delivered to: USDA Forest Service Eldorado National Forest Auto Shop,2350 Carson Road, Placerville, CA 95667, Contact Mike Heckendorn or Diana Cole, USDA Forest Service, 24 to 48 hours in advance to schedule delivery. Delivery will be Monday through Friday, excluding Federal holidays, 0800 to 1530. Their number is 530-621-5289. General Specifications: The items listed below are general specifications that all vehicles leased under this contract are required to meet. NOTE: All vehicles delivered under the terms of the contract shall have a full fuel tank. Vehicles returned to the contractor at the end of the lease period shall have a full fuel tank. Deviations from this shall be noted on the vehicle inspection form. 1. Vehicles shall be no older than four calendar years. 2. The vehicle shall have no more than 50,000 miles on the odometer when accepted. 3. All tires shall match and have Mud and Snow rating including the vehicle spare and shall be the Original Equipment Manufacturers (OEM) standard tire size for the vehicle. Used tires shall have no less than 50% tire tread remaining upon acceptance. All tires provided shall be inflated to the OEM specifications. 4. Spare tire shall be mounted in a spare tire rack or carrier 5. The vehicle must have a functional OEM jack, jack tool and lug wrench and all shall be mounted in the OEM factory installed carrier. 6. The vehicle shall have a correctly functioning air conditioning system. 7. The vehicle shall have a correctly functioning AM/FM radio. 8. The vehicle shall have OEM standard seat belts for all persons the vehicle is designed to carry. 9. No vehicle component shall be modified from their OEM standard configuration. 10. Vehicle odometers and speedometers shall register mileage accurately. 11. Vehicles submitted under this contract shall be completely serviced and be in good mechanical condition at the time of delivery. 12. Windshield glass shall be free of cracks and sand damage. Rock chips are acceptable provided they have been repaired and not readily visible. 13. All vehicles submitted under this contract shall comply with state safety regulations, and where required by county regulation, the vehicle emissions standards. 14. Mirrors ? mirror glass shall not be cracked or show spotting and shall be securely fastened in place. Mirror brackets and lens holders shall be correctly and securely mounted to the vehicle. Electrically controlled mirrors, where installed, shall operate correctly. 15. Pickups may be equipped with a bed-liner. Specific Items: This section specifically details the individual types of vehicles and specific requirements that must be met by the vehicle. NOTE: Under the terms of the lease, submission of non-American made vehicles shall be accepted provided the vehicles comply with all vehicle specifications as listed in the lease contract. A vehicle may not be listed here that is on the schedule of items. This indicates that the government will accept industry standards for that size vehicle. a) Compact 4x4 or 2 WD Pickup - Representative vehicles of this item would be; Dodge Dakota, Ford Ranger Engine - minimum 3.7L/6 Extended Cab - Standard 2 door with half door for access into rear seat area, Transmission - automatic GVWR - 5,970 lbs Transfer Case ? electric or manual 3 speed Tires - LT235/75R 15 b) Compact 4x4 Sport Utility Vehicle - Representative vehicles of this item would be; Ford Explorer, Chevy S-10 Blazer, Dodge Durango. Engine - minimum 3.7 L/6 Cab - Standard 4 door Transmission ? automatic GVWR - 4,500 LBS Transfer Case electric or manual 3 speed Tire - LT 235/75R 15 Inspections A Forest Service representative will inspect all vehicles delivered under this contract for compliance with contract specifications. Vehicles failing to meet the General and Specific specifications shall not be accepted. All vehicles returned at the end of their time period shall also be inspected prior to their release. The contractor shall be given a copy of each inspection. Damage to Vehicles See Loss, Damage, or Destruction clause in the attached Contract Clauses. For purposes of this contract, the term ?ordinary wear and tear? shall include, but not be limited to: brush scratches, paint chips, paint wear, and increased tire wear. No additional payment will be made for ?ordinary wear and tear.? Maintenance and Supplies Normal vehicle servicing and operating supplies shall be the responsibility of the Forest Service and consist of those procedures and items related to normal vehicle use; e.g. tire repairs, fuel during lease period, vehicle fluid replacement, vehicle servicing (oil and filter replacements, vehicle lube jobs), cleaning. The government shall notify the contractor in a timely manner when a vehicle is taken out of service for other mechanical repairs (see part (d) this section). a. Tires that require replacement through ordinary wear and tear shall be the responsibility of the contractor. b. Tires that require replacement due to destruction by Forest Service vehicle operators shall be the responsibility of the Forest Service. c. Windshield or other glass breakage occurring while the vehicle is under lease shall be the responsibility of the user. d. Other vehicle mechanical repairs shall be the responsibility of the contractor. This would include but not be limited to, engine, transmission and drive train repairs; brakes, electrical and suspension work. e. The contractor shall provide the Forest service a like replacement vehicle for any vehicle whose repair time exceed four days in duration. 8. Payment Contractor will provide one statement per month inclusive of all vehicles under lease for that month. Monthly payment will be made at the lease rates specified in the Schedule for each vehicle under lease for that month, minus any days that the vehicle is not available for use. See the Vehicle Lease Payment clause. Final monthly billing for each vehicle shall include any charges for excess mileage over the free miles as indicated in the Schedule. 9. Loss, Damage, or Destruction The Government will assume risk for loss, damage, or destruction of equipment rented under this contract, provided that no reimbursement will be made for loss, damage, or destruction when (a) due to ordinary wear and tear, or (b) negligence of Contractor or Contractor?s agents caused by or contributed to loss, damage, or destruction, or (c) damages caused by equipment defects unless such defects are caused by negligence of the Government or its employees. In accordance with the Federal Acquisition Regulations (FAR), the following clauses are incorporated by reference: FAR.212-1 Instructions to Offerors-Commercial Items (OCT 2000); 52.212-3 Offeror Representations and Certifications ? Commercial Items (MAY 2002); 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2002); and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002)with the additional FAR clauses stated at the following paragraphs within 52.212-5 applying (a)(b)(11)(12)(13)(14)(15)(16)(18)(25). The full text of all the above referenced clauses or provisions may be accessed electronically at www.arnet.gov/far/ Additionally, the following clauses are included in the solicitation: 52.208-4 Vehicle Lease Payments. (Apr 1984) (a) Upon the submission of proper invoices or vouchers, the Government shall pay rent for each vehicle at the rate(s) specified in this contract. (b) Rent shall accrue from the beginning of this contract, or from the date each vehicle is delivered to the Government, whichever is later, and shall continue until the expiration of the contract term or the termination of this contract. However, rent shall accrue only for the period that each vehicle is in the possession of the Government. (c) Rent shall not accrue for any vehicle that the Contracting Officer determines does not comply with the Condition of Leased Vehicles clause of this contract or otherwise does not comply with the requirements of this contract, until the vehicle is replaced or the defects are corrected. (d) Rent shall not accrue for any vehicle during any period when the vehicle is unavailable or unusable as a result of the Contractor's failure to render services for the operation and maintenance of the vehicle as prescribed by this contract. (e) Rent stated in monthly terms shall be prorated on the basis of 1/30th of the monthly rate for each day the vehicle is in the Government's possession. If this contract contains a mileage provision, the Government shall pay rent as provided in the Schedule. 52.208-5 Condition of Leased Vehicles. (Apr 1984) Each vehicle furnished under this contract shall be of good quality and in safe operating condition, and shall comply with the Federal Motor Vehicle Safety Standards (49 CFR 571) and State safety regulations applicable to the vehicle. The Government shall accept or reject the vehicles promptly after receipt. If the Contracting Officer determines that any vehicle furnished is not in compliance with this contract, the Contracting Officer shall promptly inform the Contractor in writing. If the Contractor fails to replace the vehicle or correct the defects as required by the Contracting Officer, the Government may- (a) By contract or otherwise, correct the defect or arrange for the lease of a similar vehicle and shall charge or set off against the Contractor any excess costs occasioned thereby; or (b) Terminate the contract under the Default clause of this contract. 52.208-6 Marking of Leased Vehicles. (Apr 1984) (a) The Government may place nonpermanent markings or decals, identifying the using agency, on each side, and on the front and rear bumpers, of any motor vehicle leased under this contract. The Government shall use markings or decals that are removable without damage to the vehicle. (b) The Contractor may use placards for temporary identification of vehicles except that the placards may not contain any references to the Contractor that may be construed as advertising or endorsement by the Government of the Contractor. 52.208-7 Tagging of Leased Vehicles. (May 1986) While it is the intent that vehicles leased under this contract will operate on Federal tags, the Government reserves the right to utilize State tags if necessary to accomplish its mission. Should State tags be required, the Contractor shall furnish the Government documentation necessary to allow acquisition of such tags. Federal tags are the responsibility of the Government. 52.214-22 Evaluation of Bids for Multiple Awards. (Mar 1990) In addition to other factors, bids will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed, for the purpose of evaluating bids, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs.
