- Description
- The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Salland Engineering for a ATX7002, Controller Rack and a quantity of five DAC 18-1, 18bit/1mhz low noise DAC Channel for the use in the NIST Quantum Computing laboratory in the Time and Frequency Division. A multichannel digital to analog converter (DAC) system with the following technical specifications: (1) 18-bit resolution. (2) noise floor DC-10 MHz below 100 micro volts on the 0-10 volt scale; moderate clock feed through permissible. (3) output ranges 1-10 volts, offset voltage -5 to +5 volts (20 bit resolution). (4) 4-wire and 50-Ohm output. (5) absolute accuracy +/-75 micro volts (6) settling time 1 micro second for 5 volt step. (7) FNDR>100 dB at 500 KHz update rate for a 1 kHz output. (8) SINAD>90 dB at 500 KHz update rate for a 1 kHz output (9) >1 MHz update rate. (10) 512K sample buffer per channel. (11) 10 or more channels per controller/crate system. (12) DAC last value hold during buffer update. (13) reprogrammable DSP/FPGA logic for flexible triggering and buffer update. (14) IEEE-488 communications port. (15) LabView interface software. (16) 3U, single length Eurocard form factor. The Department of Commerce Market Research shows that Salland is the only vendor who meets all of these requirements. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. Based on the market research conducted, no competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not the use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price.
