Description
This is a combined synopsis/solicitation for commercial items or services in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. V02170-00-02-DH. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Food and Drug Administration (FDA) intends to issue a purchase order to the ASPCA Animal Poison Control Center (NAPCC), Urbana, IL. It is the Government's belief that the NAPCC is uniquely and singularly qualified to fulfill the terms and conditions of this requirement. This requirement will be awarded on a sole-source basis using the simiplified acquisition process to acquire the collection and analysis of epidemiological and clinical information on exposures to both human and veterinary antimicrobials in animals between 1995-2001 from the computerized public case database; retrieve and analyze all above data elements; evaluate the analytical results and draft a report that discusses the various aspects of antimicrobial-related adverse effects; utilize experts in veterinary toxicology or veterinary clinical pharmacology in the general design of activities and in data analysis and the final report; collect brand name, generic name, animal signalment, temporal, and geographic information on every case. The database and resulting data analyses will include human and animal antimicirobials (antibiotics, quinolones, sulfonamides, antivirals, feed additives, antihelmintics). Shall produce a final report that can be readily adapted for publication in a peer-reviewed scientific journal; also possess the means and personnel to generate an electronic file containing the data supporting the report, in a format that can be utilized by CVM. The period of performance for this requirement is anticipated to be six months. All responsible sources that can provide the above-requirement shall submit written quotations by mail or fax 301/827-7039 on or before 5/31/2002, 2:00 pm.
