Description
The Government has a requirement for professional Architect/Engineering Services, to provide design for Project 621-02-104 at the James H. Quillen VA Medical Center, Mountain Home (Johnson City) TN 37684. The A/E shall provide all architectural and engineering services necessary to design a project to Replace Roof, Building 20. Work involves the replacement of the existing EPDM ballasted roof system. Work includes on-site investigation and evaluation of existing roof, roof drainage system, flashing and roof mounted equipment. Based on results of site investigation and evaluation, provide written recommendation with estimates to the Contracting Officer?s Technical Representative (COTR) for review. Work includes preliminary and final contract drawings, specifications and construction period services. The A/E shall design the project work in accordance with NFPA, VA guidelines and directives and all other applicable codes, regulations and requirements. Procurement is open to emerging and small businesses only. An emerging small business is a small business concern whose size is no greater than 50% of the numerical size standard applicable to the assigned code. The NAICS Code is 541330 with the small business size standard of $5.5 million. Construction cost estimate is between $1,000,000 and $1,500,000. Award will be to the A/E firm judged by the VA to be the best qualified for the work. All design criteria for the Veterans Affairs is available at www.va.gov/facmgt/standard/standard.htm The selection criteria for this A/E contract shall include as a minimum (1) Experience in the type of work required (2) professional qualifications and experience of staff to be assigned to the project (3) ability to accomplish the work within required timeframes (4) past performance as related to the quality of work, meeting schedules, and keeping within scope and budget. See numbered note 24. Area of consideration is limited to a 100 mile radius from the James H. Quillen VA Medical Center, Mountain Home, TN 37684. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms shall submit three (3) copies of SF 254 and SF 255 to the attention of Kerwin H. Fulton (90C) at the above address. The forms may be downloaded from www.gsa.gov/forms. Forms must be received no later than 4:30 PM ET, June 20, 2002.
