Description
This is an addendum to the Special Notice on Global Strike Task Force (GSTF) Industry Day, Reference-Number-AFRL-GSTF-ID, 15 May 2002. The Request for Information (RFI) in this addendum will be to survey the marketplace regarding the area of interest set forth therein. This addendum does not constitute an Invitation for Bids, Request for Proposals or Request for Quotes. An important enabler to the Global Strike Task Force (GSTF) concept is improved, horizontal integration of Intelligence, Surveillance, and Reconnaissance (ISR) assets. Further development of predictive-analysis tools will greatly expand the power of integrated ISR assets. Horizontally integrated ISR, combined with predictive-analysis tools, will transform the concept of intelligence preparation of the battlefield into an emerging concept called Predictive Battlespace Awareness (PBA). Such awareness arises from baseline reconnaissance of the battlespace, terrain definition, focused surveillance, analysis of movement patterns, and knowledge of enemy tactics, intentions, or force distribution. The battlespace includes a variety of enemy air, ground, and sea-based assets that could deny US air forces the ability to conduct offensive and defensive air operations. PBA represents a revolutionary methodology for managing threat information and ultimately allows commanders to select the optimum means to achieve desired effects. In this addendum, the AFRL Plans and Programs Directorate is seeking information that better aligns technology investments to needs which enable and enhance PBA for the GSTF Concept. Specific information requested includes proposed concepts, system-level constructs, innovative ideas, and/or enabling technologies that enhance USAF PBA generation capabilities in support of the evolving GSTF and other emerging USAF operational concepts. Thus the Air Force Research Laboratory (AFRL) will add an afternoon session during the planned GSTF Industry Day on Wednesday, 26 June 2002. It will provide information on GSTF's PBA needs and to answer any questions. This session also will be held at Wright-Patterson AFB, Ohio (Building 642, Kenney Auditorium) from 1 PM to 4 PM. The afternoon session will be unclassified, and all interested parties are invited to attend. Notify AFRL/XPA which session, or both sessions, you plan to attend. The documents are needed by 17 June 2002). RFI responses addressing the PBA aspects of GSTF are also asked to reply by 27 Sep 02. Respondents addressing the PBA aspects of GSTF should identify whether they are a large or small business along with their company's name, address, telephone number, and a point of contact. Information provided open source may, at the discretion of the provider, be made available to other government agencies or future industry participants in related activities who may be seeking teaming. Government can accept classified information at multiple levels, although this is not required. Classified information must be protected IAW applicable security directives.
