Description
NA AZSITE Cultural Resources Inventory Database. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquis ition Circular 2001-07. This acquisition is 100% set-aside for small businesses. The assigned SIC code is 8999 with a small business standard of $5M/NAISC 514199. NOTICE OF PREQUALIFICATION REQUIREMENT TO ALL POTENTIAL OFFERORS. This acquisition contain s a pre-qualification requirement. In order to be eligible for award for this acquisition, you must be pre-qualified. If you are not one of the pre-qualified contractor?s listed below, you must submit the following information with your offer for review an d pre-qualification. Evidence of at least 5 years experience in the various programs included within the cultural resources field, evidence of experience with regional and military agencies, and a sample of your technical writing and your experience with t he National Register of Historic Places. Contractors who are not already pre-qualified and fail to submit this information will not be considered for award. The following contractors have already been pre-qualified based on previous submissions: Archaeolog ical Consulting Services, Ltd., Western Cultural Resource Management, Inc., Northland Research, Inc., Statistical Research, Inc. You are to quote on a Firm Fixed Price for the project. The statement of work and the wage determination applicable to this pr oject are cited below. Statement of Work: 1.0. General: 1.1. Scope: Existing site information contained in Yuma Proving Ground (YPG) archaeological survey reports need to be entered into the AZSITE database. Not all YPG survey reports are suitable for AZ SITE database entry; a rationale distinguishing between those suitable for AZSITE database entry and those not suitable must be developed. All reports must be converted to PDF files. 1.2 Hours of Operation: Normal hours of operation at YPG 0630 to 1700 MST , Monday through Thursday. You must submit a request for work other than these hours at least 24 in advance through your assigned technical point of contact. 1.3. Background. 1.3.1. Mission: YPG is a developmental testing facility under the U.S. Army Test and Evaluation Command. YPG?s mission is testing of various weapon and protection systems that support the soldier in the field. Commodity areas include munitions and weapons, air delivery, tracked vehicles, automotive systems and human engineering product s. 1.3.2. Location: YPG is located in the southwest corner of Arizona. The land is rough desert terrain. Temperatures are in excess of 100 degrees F during the months of June, July, August and September. 1.4. Security: 1.5.1. If fieldwork is necessary you shall comply with all installation security requirements. Many areas are restricted and you will require security badges. At least five days prior to beginning performance, you shall submit to the Contracting Officer, a listing of your personnel who will b e on site. The list shall include employee?s full name and address; employee?s social security number, employee?s height, weight, hair color, eye color, employee?s naturalization number (if not an American citizen); 1.5.2. You must notify Range Control bef ore traveling down-range and when leaving the range to ascertain if an ETO escort is required. 1.5.3 Any of your personnel who have not had a Range Safety Briefing will need to be briefed prior to entering the range. You should allow a significant portion of your first day on-site for processing of security requirements. 2.0. Definitions: 2.1. General, 2.1.1. ETO: Explosive Technical Officer; 2.1.2. Holidays: Our ten official holidays are New Year?s Day, Martin Luther King Day, Presidents? Day, Memorial Day, 4th of July, Labor Day, Columbus Day, Veterans? Day, Thanksgiving, and Christmas. 2.1.3. NLT: Not Later Than. 2.1.4. Technical Point of Contract (TPCO) is a r epresentative of the requiring activity who is responsible for work hours coordination and review and acceptance of the final work product. 3.0. Government Furnished Property. 3.1. Cultural resources reports, maps, Paradox cultural resources database and e xisting GIS data layers available at the Conservation Office and the YPG GIS Lab. 3.2. Radios for using during field surveys/work are available at KOFA Technical Control, (928) 328-7451. 4.0. Contractor Furnished Items: The Contractor shall provide all per sonnel, supplies and equipment necessary to accomplish the task and prepare the deliverable(s). 5.0. Specific Tasks. 5.1. Phase IA. Assess present equipment (computer/software) within YPG AZSITE assigned users is adequate. Recommend equipment/software upgr ades as applicable. Phase IB. Assess the status of YPG archaeological data for entry into the AZSITE database system. Load all pertinent information into AZSITE. Phase IC. Non-pertinent information is to be compiled into a format that provides the rationa le why some data does not meet the criteria for entry into the AZSITE system. Phase ID. Provide language to use in statements of work that directs archaeological data be entered into the AZSITE database upon completion of archaeology surveys. Phase IE. E ffort must be coordinated with the YPG GIS Lab for compatibility with YPG?s GIS system and cultural resources data sets independently maintained at YPG. Phase IF. Information must be converted to PDF files. 5.1.2. Phase II: Provide 8 hours of AZSITE traini ng to select YPG personnel. 6.0. Deliverables: 6.0.A. Appropriate files entered into AZSITE database; 6.0.B. Files converted to PDF; 6.0.C. Suggested training plan to include any equipment/software upgrades. 6.0.D. Statement/rationale pertaining to sites i nappropriate entry into AZSITE. 6.0.E. Statement to direct contractors to enter archaeology survey results into AZSITE database. 6.1. Status: You shall meet with your TPOC and other Government personnel on the fourth Thursday of each month at 2:00 pm MST t o discuss project status. 6.2. Acceptance: The final report will be inspected in accordance with the inspection clause in the contract. Final acceptance will be based on the delivery of all requirements in accordance with the contract.
