Description
PROJECT DESCRIPTION: (a) Architect and Engineering Services, Indefinite Quantity Multiple Discipline Contract at the Naval Air Station, Brunswick, Maine. Project No. 1 -- Development of plans and materials lists for the construction of three wooded structure replacement facilities at the SERE School located in Rangely, Maine. All the structures are less than 2000 sq ft in size. A/E shall be required to obtain data by visiting the site and consulting with user representatives. The product of the seed project shall be plans and material lists for construction by the Seabee Forces located at NAS Brunswick, ME. Follow on projects shall be of a general nature and shall not be limited to the scope of work required on this first project. Future projects under this contract shall include any project of a general nature that is the normal work of a full discipline A/E firm. Subject to necessary changes, the total annual A/E fee that may be paid under this contract will not exceed $250,000 in the base year and $250,000 in the option year. (b) Architect-Engineer firms which meet the requirements described in this announcement are invited to submit (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, and (2) a Standard Form 255, Architect-engineer and Related Services Questionnaire for specific Project by 1 July 2002 by 4:00 PM to ROICC, Naval Air Station, 437 Huey Drive, Building 53, Brunswick, Maine 04011. Respondents may supplement with graphic material and photographs which best demonstrate design capabilities of the team proposed for the project. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for individual projects) are encouraged to submit annually, a statement of qualifications and performance data, utilizing Standard Form 254, Architect-Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required that include: (1) specialized experience of the firm in the type of work required, (2) professional capacity of the firm to accomplish the work in the time required, (3) professional qualifications of the staff to be assigned to the project, (4) past experience with respect to Defense Department contracts, (5) firm's CAD capabilities and compatibility with NAS Brunswick systems, (6) location of the firm in the geographic area, and (7) volume of work previously awarded by the Department of Defense. (d). the final product shall be electronic and hard copies of data, plans and reports. The proposed contract is considered for 100% HUB Zone Set-Aside. Interested Hub Zone concerns that meet the criteria must indicate their interest by submitting evidence of their capability to perform (three references with names, phone and contract numbers) within 15 days of this notice. If adequate interest is not received within the time specified, the contract will be issued to small business subject to FAR 52.219-4, Notice of Price Evaluation Preference for HUB Zone Small Business Concerns. All contractors are advised that registration in the DOD Central Contractor Registration (CCR) Database is required prior to award of a contract. Failure to be registered in the CCR Database may render your firm ineligible for award. All firms are encouraged to register as soon as possible at www.ccr.com.
