Description
The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to acquire Navy Family Study services in support of the Navy Personnel Command and its Family Advocacy Program on a sole source basis. Under the proposed acquisition, a Navy Domestic Violence Intervention Study will be conducted to evaluate the effectiveness of three interventions designed to treat men substantiated for abuse of their wives/partners, taking into consideration the offender type. This study will examine the interaction between offender type and intervention type, which will ultimately allow the Navy to maximize intervention effectiveness by tailoring treatment services to the individual offender. This work initially began under a study conducted at the San Diego Family advocacy Center in which a comparison of 861 cases of substantiated spouse abuse were studied in four experimental treatment groups to determine if the services provided by the by the Navy were effective in reducing and/or stopping continued abuse. The instant acquisition will utilize the same intervention methods and tested protocols for determining typology as the prior evaluation in collecting data from an additional 600 eligible cases. The contractor will analyze the data of both the original study and the proposed study to determine what factors are predictive of successful and unsuccessful outcomes to family violence interventions. A Cost Reimbursement-No Fee type contract is anticipated with a base period of performance commencing 01 September 2002 through 31 August 2003, with four (4), one-year option provisions. The Government intends to solicit on an other than full and open competition basis pursuant to FAR 6.302-1, ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements? with the University of Colorado, 3100 Marine Street, Room 481, Boulder, CO 80309. No other investigator(s), contractor or Government entity has access to the confidential data and the identities of the participants obtained from the original study. Furthermore, no other investigator(s) or contractor possess the requisite skills and technical expertise necessary to create effective protocols on ?matched? or key demographic variables based on the participants, conditions, environment or forces present during the initial study. This notice of intent is NOT a request for competitive proposals. Numbered notes 22 and 26 apply.
