- SPAWARSYSCEN Charleston desires to engage in a contractual relationship with a "State of the Art" commercial organization that possesses demonstrated experience in successfully implementing and managing best industry practices in areas of program management, financial management, and administrative support. The challenge of this contract is to integrate best commercial business practices (e.g. Activity Based Costing, Earned Value Management, Business Process Reengineering, etc.) into the U.S. Government's work processes. The desired contractual relationship will engage a commercial entity that has successfully integrated these processes into Government or large industry. The commercial entity will also possess well-formulated, proven concepts on how to implement these processes into Government. Primary contract performance locations will be Charleston, SC, and Norfolk, VA areas. The contractor will be required to maintain a Top Secret security clearance during performance of this contract. The contract will be an Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed Fee type contract with Completion and Level of Effort type task orders. The NAICS Code is 561110 and the applicable size standard is $6 million. The contract will be issued for a base year with four one-year option periods. This procurement will be conducted under full-and-open competition on an unrestricted basis. The Government intends to make a single award to the acceptable offeror whose total offer on all items is the most advantageous to the Government considering price, past performance, corporate experience and technical factors. The Government has posted a draft Statement of Work related to this planned procurement on SPAWAR's Business Opportunities Home Page under the SPAWAR Systems Center Charleston Future Opportunities Section at the web page address link noted below. The Government may be updating this document prior to formal release of the RFP. All comments concerning the draft document are to be provided in writing to the attention of Joanne Banks, Code 0216JB, fax (843) 218-5947 or via e-mail at banksj@spawar.navy.mil. The anticipated award date of the subject solicitation is scheduled for 27 SEP 2002. The solicitation and any documents related to this procurement will be available over the Internet on or about 07 JUN 2002 at the following SPAWARSYSCEN Charleston WEBSITE address: http://www-chas.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and frequently monitor for amendments (if any) and/or updates to any and all related documents. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
