- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number M67400-02-T-0451 applies and is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. The North American Industry Classification System code is 611420. The business size standard is NTE 5.0 million. The agency need is for: ITEM 0001: QTY: 19 EACH Optical fiber Splicing-3M & Corning I nstruct (19) nineteen students in the proper procedures and techniques for Optical fiber spicing or 3M & Corning fibers. Class will be taught in English. Course must be instructed by 3M-Corning Certified Instructor. ITEM 0002: QTY: 15 EACH Copper Splicing Instruct (15) fifteen students in the proper procedures and techniques for Copper splicing for outside plant utilizing MS2 method/3M-Corning. Course must be instructed by 3M-Corning Certified Instructor. Course to be taught in English. ITEM 0003: QTY: 49 EACH TPMA Project Management Training Instruct (49) forty-nine students in the proper procedures and techniques for Telecommunications Project Management. Class will be taught in English. ITEM 0004 QTY: 41 EACH Installer Training Course FFP - Instruct (41) forty-one students in the proper procedures and techniques in ANSI/TIA/EIA install ation standards. Class will be taught in English. Vendor will provide Instruction manuals in based telecommunications cabling and equipment installation. ITEM 0005 QTY: 11 EACH IN200 Training Course Instruct (11) eleven students in the proper procedures and techniques in ANSI/TIA/EIA standards. Class will be taught in Japanese. Vendor will provide English Instruction manuals in based telecommunication cabling and equipment installation. ITEM 0006 QTY: 26 EACH Technician Training Course Instruct (26) twenty-six students in the proper procedures and techniques for Advanced Telecommunication Installation Planning/Installation and Testing of Telecom Cabling and Equipment. Information must be in accordance with standards established in the ANSI/TIA/EIA. Class will be taught with instruction manuals provided in English. ITEM 0007 QTY: 16 EACH Tech nician Training Course Instruct (16) sixteen students in the proper procedures and techniques in the proper procedures and techniques for Advanced Telecommunication Installation Planning/Installation and Testing of Telecom Cabling and Equipment. Information must be in accordance with standards established in the ANSI/TIA/EIA. Class will be taught in Japanese with instruction manuals provided in English. ITEM 0008 QTY: 23 EACH Telecom Distribution Design Training Course Instruct (23) twenty-three students in the proper procedures and techniques in DD102 Designing Telecomunication Distribution Systems. Class will be taught with manuals in English. ITEM 0009 QTY: 7 EACH Telecom Training Course Instruct (7) seven students in the proper procedures and techniques in DD200 Distribution System Review. Class will be taught in English with manuals. I TEM 0010 QTY: 18 EACH Outside Plant Training Course Instruct (18) eighteen students in the proper procedures and techniques in OSP 100 Introduction to Outside Plant. Course must be instructed in accordance with ANSI/EIA/TIA and National Electric Code (NEC). Class will be taught with manuals provided in English. ITEM 0011 QTY: 21 EACH Manuals TDM Manuals 2000 Edition (or latest version) ITEM 0012 QTY: 18 EACH Manuals OSP Manuals 2nd Edition (or latest version) ITEM 0013 QTY: 1 EACH Expenses Cost associated with performing this contract. Cost should be breakdown in particular categories such as per diem, lodging, shipping of material, fees, etc. DELIVERY: Shall be Telephone Systems Branch Office, Building 480, Room 204, Camp Foster MCB Camp Butler, Okinawa Japan. All training awarded under this contract is expected to commence within 30 d ays after the order is placed with the successful offeror. SOLICITATION PROVISIONS: Award will be made on an ?all-or-none basis?. Contractor is to provide all labor, management, supervision, equipment, materials and supplies necessary to perform the required training. This training is to have the latest information and techniques that will enable each student to perform the tasks covered by the period of instruction. The Instructors will be providing the training shall have a minimum certification of Building Industry Consulting Services International (BICSI) Master Instructor, 3-M Corning Certification for #-M classes and be familiar with other regulations as listed. The following provisions apply to this acquisition: FAR 52.211-6 Brand Name or Equal (Aug 1999). FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000). FAR 52.212-2 Evaluation-Commercial Items (Jan 1999); the following factor shall be used to evaluate offers: Technical, Management Past performance and Price. The basis of award will be determined by means of an assessment of each quote in terms of Technical Proposal, Management, Past Performance and Price. Non-priced factors are approximately equal to price. Award will be made to the responsive, responsible offeror whose proposal conforms to the requirements of the solicitation, offers the Best Value to the Government, and other factors considered. Best Value is determined by performing a tradeoff evaluation IAW FAR 15.101-1 in terms of the following evaluation factors for award. Subjective judgment on the part of the government is implicit in evaluation procedures. This evaluation is intended to perform trade-offs in strengths and weaknesses between price and non-priced factors. The Government may aw ard a contract to other than the lowest priced offeror. Evaluation Factors: (A) Technical Proposal (1) Submit a written description/plan of how the work identified under the line items will be accomplished to include the estimated training days for each course, and total number of days to complete all of the requested training. Additionally, state how the Japanese language will be addressed. (2) Submit a written description/plan of how the Japanese training portion of will be addressed. (B) Management (1) Submit written report identifying the work experience and certification of each employee who will assigned to this project. (2) Submit written report showing the education level of employees and experience that will be assigned to this project. (C) Past Performance (1) Provide the total number of years of experience in the Teaching/Education field each instructor has concerning this particular type of requirement. (2) Provide a list of relevant contracts held within the past (2) two years with Government and/or civilian agencies performing type of work. (D) Price Offeror?s prices will be evaluated to determine its credibility, realism and to determine the offeror?s understanding of the requirement. In the event proposals are equal in technical merit, Management and Past Performance, price may be used as the determining factor. Therefore, offerors are encouraged to offer their best terms from a technical and pricing standpoint. All quote information shall be limited to only relevant information to the above criteria.
