Description
The Bureau of Alcohol, Tobacco and Firearms (ATF) has a requirement for 2 each Mini Andros II Vehicle Assembly Robots that must fit in a trunk of a car. Must meet all the required functional requirements as follows: Robots must be lightweight and approximately 35 inches long and 16 inches wide and 30.5 inches high. Dual track / wheeled chassis, articulating front and rear tracks, approximately 12 inches opening gripper with continuous wrist rotate, black / white arm camera (IR capable) with auto iris / focus and wide angle lens, color camera with light and 6.1 zoom lens on pan / tilt, two 17.2 Amp-Hour, 12 VDC batteries, 24 VDC battery charger, tool kit, operating / maintenance manual (1 copy each). Travels on two tracks, equipped with a movable arm that can lift approximately 15 pounds when fully extended. Arm must reach approximately 24 inches horizontally and approximately 36 inches above the floor and camera located on movable arm. Dual articulating track which will allow operator to lengthen or shorten the robot to operate in confined spaces. Robot must be able to climb stairs and over 16 inch obstacles and traverse a 21 inch wide opening. Must mount and electrically fire the Pan disrupter, Royal Arms RADC-3 disrupter and the Proparms Neutrex 20mm disrupter from the robot arm. Positive weapons safety controls with redundant safeties are required. The unit must be environmentally sealed to protect from ambient weather and be able to sustain a wash down from a common garden hose. Tether cable, fiber optic and wireless control are required. Control console assembly, cable reel assembly, 120 VAC, 24 VDC Power Assembly, disrupter mount assembly, laser sight assembly (fits disrupter mount and controllable from command console), radio control assembly with 2 way audio, (vehicle to console, console to vehicle), fiber optic cable reel assembly, spare parts kit, 1-1/2 days operator / maintenance training. Shipping will be FOB destination. NO SOLICITATION AVAILABLE. Award will be made to the offeror based on best value in the order of the functional and technical specification, past performance and price for the government. Award will be based on meeting the technical specifications listed above on an All or None basis, and the best value to the government. The government may elect to pay a cost premium to select an offeror whose ratings on non-cost evaluation factors (e.g. technical quality and past performance) are superior. A premium is defined as the cost difference between the lowest evaluated cost of a technically acceptable offer and a higher priced offer deemed to be superior from a Technical Quality and / or Past Performance standpoint. This award will be made utilizing simplified acquisitions and procedures under FAR Subpart 13.5. Awardee must be registered in the Department of Defense (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT). All interested parties must submit a quote by June 6th, 2002 no later than 3:00 PM Local Time. Quotes must include price, best delivery time and product literature information.
