- SCOPE OF WORK VULNERABILITY ASSESSMENTS FOR RADIONUCLIDE CONTAMINATION FROM MAN - MADE SOURCES COMMUNITY WATER SUPPLIES, EPA REGION 4 INDIAN LANDS BACKGROUND Under the Radionuclides Rule recently promulgated under the Safe Drinking Water Act, community water systems determined to be ?vulnerable? or ?contaminated? must perform monitoring for beta particle and photon activity. The community water systems serving the Indian Lands in the EPA Region 4 service area have never been assessed for their vulnerability to contamination from these sources, and the EPA wishes to enter into a ?small purchase? agreement wherein the selected vendor will perform these assessments. Scope of Work Page Two ACTIVITIES TO BE PERFORMED I. The vendor shall review all available information to determine a systems vulnerability to beta particle and photon emitters, and provide, at a minimum, the following for each of the above-mentioned water systems: 1. An evaluation of the quality and completeness of any historic beta particle and photon emitter monitoring results performed for those systems, or others in the vicinity (10-mile radius). Systems with wide variations in the analytical results, or analytical results close to the MCL should be considered a system contaminated by a radioactive source. 2. A listing of Nuclear Regulatory Commission (NRC) licensed sites, and their location on the Indian Lands and the surrounding areas. 3. An evaluation of each system?s source water assessment (SWA) and the geology of the aquifer and/or hydrology of the watershed to identify vulnerable systems. When using a SWA as a tool for identifying vulnerable systems, the time of travel for radioactive emitters that may be identified in the source area should be a minimum of 3 years. (NOTE: All of the water systems listed have source water assessments performed, with the exception of the two systems on the Miccosukee Reservations, where the assessments are currently ongoing. These assessments will be made available to the vendor.) 4. Location and proximity of the drinking water facility to: a. Nuclear power facilities b. Department of Energy facilities c. Department of Defense facilities (military bases, etc.), either open or closed/abandoned. d. National Priority List (NPL) facilities that have been identified as radiation-contaminated sites through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, or Superfund) e. Hospitals or other medical facilities. These facilities should be reviewed to determine their methods of disposal of low-level medical wastes (records from reviews by Joint Commission on Accreditation of Healthcare Organizations, interviews, etc). f. Licensed active or closed landfills (particularly those which may have received radioactive wastes) g. Any unlicensed dumps which may have received radioactive wastes. h. Any other nearby facility which may be capable of producing or storing radioactive wastes (10 mile radius). Scope of Work Page Three II Take water samples and have them analyzed for the following radioactive elements: Gross Beta Tritium Strontium-90 Iodine-131 Samples shall be taken for each of the above-mentioned water systems at locations that represent each untreated source, and also at each entry point to the distribution system (EP). The total number of samples required for each system shall be as follows: Cherokee Water System: 1 source, 1 EP Rough Branch: 4 source, 1 EP Snowbird: 2 source, 1 EP Pearl River: 3 source, 1 EP Bogue Chitto: 2 source, 1 EP Conehatta: 2 source, 1 EP Hollywood: 2 source, 1 EP Big Cypress: 2 source, 1 EP Brighton: 2 source, 1 EP Miccosukee Tribal: 1 source, 1 EP Miccosukee Service Plaza: 1 source, 1 EP Total Number of Samples: 33 The collection of these samples shall be in accordance with EPA?s laboratory certification manual (EPA 815-B-97-001) with regard to sample handling, preservation, holding times, and instrumentation. The samples shall be analyzed in a laboratory which has received EPA certification, or an appropriate state certification, for the specific analyte. The analyses shall be conducted in accordance with the methods outlined in 40 CFR 141.25. The vendor shall be responsible for assuring that the selected laboratory is capable of meeting the requirements of the EPA Region 4 Science and Ecosystem Support Division ?General Analytical Services Scope of Work,? included with this Scope of Work as Attachment 1. While the EPA is not requiring such documentation with the analytical results, it may be requested in the event that some of the analytic methods or results are questioned. Non-availability of satisfactory documentation by the vendor, or laboratory, may be grounds for non-payment. III Based on the findings of Items I and II above, the vendor shall make a recommendation, for each of the above-mentioned water systems, as to the vulnerability to radionuclide contamination from man-made sources. Scope of Work Page Four DELIVERABLES Within 120 days of the acceptance of the purchase order, the vendor shall provide, to the EPA, a draft report which includes the following information: 1. Information which addresses all of the information in Item I above. This shall include specific information about each facility identified, its potential contaminant, and location on a map of satisfactory scale and clarity, such as a USGS map. 2. Analytical results of the sampling requested in Item II above. The information provided shall include the following information: a. Sample identification number b. Water system name c. Water system PWSID# d. Sample point type (source or EP) e. Sample point description f. Sample point ID# g. Date collected h. Time collected i. Sample collector name j. Date received by lab k. Time received by lab l. Received by: m. Method of delivery to lab n. Analytical method o. Results p. Results units q. Lab analyst name and signature The actual results sheets from the laboratory (or copies thereof) shall be provided. 3. As prescribed in Item III above, a determination of the vulnerability of each system to radionuclide contamination from man-made sources. The vulnerability shall be determined on the following scale: not vulnerable, very low, low, medium, high, very high, contaminated. This section shall contain a discussion of the means used to make these determinations. Within 30 days after the draft report is reviewed and approved by EPA, the vendor shall provide two copies of the complete final report, and two copies of tribal-specific portions of the report. EPA will distribute these tribal-specific copies to the appropriate tribal utility. Additionally, EPA shall require a copy of the laboratory data in Microsoft Access, and the remainder of the full report in Microsoft Word. Scope of Work Page Five BID SUBMITTAL INFORMATION Bidding shall be on a firm fixed price basis for all work to be performed. No level-of-effort bids will be accepted. Prospective bidders shall provide the following information: 1. Name, address, phone, fax, and e:mail information of all offices to be involved in the work. 2. Information showing the bidder has successfully completed at least one similar project, including references. 3. Information on the staff which will be assigned to this project, including a resume of the proposed project manager. The project manager must have the ability to estimate and schedule work, direct assistance, review progress, evaluate results, and make changes in methods or equipment where necessary. Field personnel must have experience collecting drinking water samples. 4. An outline of how the bidder proposes to carry out the requirements of this work. 5. Identification of the laboratory that the vendor proposes to use, with documentation that the lab is EPA or state-certified to run the necessary analyses, and can otherwise meet the requirements of the ?General Analytical Services Scope of Work.?
