Description
The National Institute of Standards and technology (NIST) has a requirement for services in the support of identifying and estimating the efficiency losses in the U.S. construction industry resulting from inadequate interoperability among computer-aided design, engineering, and other software systems. Interoperability being the ability to communicate product and project data among different construction-related activities and software applications throughout the facility life cycle - design, engineering, procurement and fabrication, construction, commissioning, operations, maintenance, and decommissioning. The scope of the study is limited to capital facilities industry. The capital facilities industry covers construction-related activities and the associated supply chains throughout the life cycle of commercial buildings and industrial facilities. Commercial buildings include private-and public-sector office buildings, institutional buildings, and service businesses. Industrial facilities include facilities where the manufacturing of products or commodities takes place, utilities, and government facilities. To promote a complete understanding of the study's findings, the contractor shall employ a structured format for summarizing quantitative and qualitative findings. The contract will be for performing an Interoperability Cost analysis of the U.S. Construction Industry, comprised of three (3) tasks. The three tasks being a Study Design, Project Management Plan and Stakeholder Inputs and Data collection Plan. This request is unrestricted, NAICS Code 541618, size standard of five million dollars. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at http://www.fedbizops.gov. The solicitation is anticipated for release to the vendor community on or about April 22, 2002 and will only be available on FEDBIZOPS at the above website. Potential offers are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored and no bidder lists will be maintained.
