Description
The National Oceanic and Atmospheric Administration has a requirement for a vessel charter to transport and support approximately 35 to 40 scientists, technicians and educators involved in a marine biological survey of the Northwest Hawaiian Islands over a thirty-day period from September 15, 2002 to October 15, 2002. The charter begins after mobilization (loading personnel, equipment and supplies in Honolulu by September 15, 2002) is completed. The chartered vessel will begins the expedition at Nihoa Island and launch marine, terrestrial and dive surveys. The chartered vessel will stop at all 10 islands to conduct marine, terrestrial and dive surveys throughout the expedition. The charter will end in Honolulu on October 15, 2002. Aside from providing room and board for accompanying passengers, the charter shall provide five skiffs or small boats with outboard motors and coxswains to shuttle biologists to dive and snorkeling sites, and to shuttle wildlife biologists to and from the islands and atolls. The vessel shall provide office, laboratory, and computer space and video monitors for the scientists, and shall be responsible for providing 35 scuba tanks and fills for the diving surveys. The chartered vessel shall have the following: 1) Current U.S. Coast Guard Certificate of Inspection; 2) Adequate Safety Of Life At Sea (SOLAS) equipment on board with current certifications; 3) Minimum of 150 ft in length; 4) Capable of a minimum sustained speed of 10 knots or more; 5) Operated by licensed, experienced, and physically capable crew with proven ability to perform the required maritime tasks; 6) At owner's expense, procure and maintain adequate protection and indemnity insurance, and extend that coverage to the passengers; 7) Capable of storing 7500 gallons of fresh water in its tanks and be able to produce adequate fresh water for the duration of the charter; 8) Adequate number of working heads, including toilets, sinks, and showers with hot and cold running fresh water for passengers and crew; 9) Bunk space for 35 to 40 passengers; 10) Sufficiently clean and pass the inspection of a NOW-RAMP on-site representative. A Request for Proposals providing detailed technical and performance specifications and proposal instructions will be issued on or about June 10, 2002. NOAA intends to negotiate firm fixed-price contract under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The NAIC code is 481219. This is a 100 percent small business set-aside. All responsible sources may submit a proposal which will be considered by this agency.
