Description
Purchase of Athlete Wear. This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. This solicitation (DTCG81-02Q-3ST017) is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. FAR clauses and provisions are available via internet address: http://www.arnet.gov/far/. This procurement is 100% small business set-aside and is an All or None requirements. The North American Industry Classification System (NAICS) is 315211/500 The Athletic wear will be used for outdoor PT. NO IRREGULARS OR DEFECTS. The fabric for T-Shirts and Shorts shall be 100% cotton or nothing less than 50 % cotton, 50% polyester blend, the Sweatshirts and Sweatpants material shall be the same as T-Shirts and Shorts with additional requirements of 9 oz., but no less than 7.5 oz material weight. Color of all clothing shall be Navy Blue, with 3/4" tall "USCG" white lettering printed horizontally on left breast area of T-Shirts and Sweatshirts. The sweatpants lettering will be printed horizontally on the left leg placed above the thigh and below the waist areas. Shorts lettering will be printed horizontally on the left leg toward the lower end of the shorts. Sample of artwork will be provided upon request. Quantities and Item Descriptions are as follows: 1.) 600 ea. Large Navy Blue T-Shirts, 2.) 400 ea. X-Large T-Shirts, 3.) 600 ea. Large Shorts, 4.) 400 ea. X-Large Shorts, 5.) 600 ea. Large Pull Over Crewneck Sweatshirts, 6.) 400 ea. X-Large Pull Over Crewneck Sweatshirts, 7.) 600 ea. Large Sweatpants, and 8.) 400 ea. X-Large Sweatpants. This is a Firm-Fixed Price Contract. Acceptance: Destination(s). F.O.B: Destination. Deliveries and Quantities of each item shall be made to the following: 150 ea. of item(s) #1, #3, #5, #7, and 100 ea. of item(s) #2, #4, #6, #8 shipped to the following: Commanding Officer, USCG MSST 91101, BB12 Courthouse Bay, Camp LeJeune, NC 28540, MF: MSST Seattle (this 1st shipment expected NLT 1 June 2002). Shipment #2: 150 ea. of item(s) #1, #3, #5, #7, and 100 ea. of item(s) #2, #4, #6, #8 shipped to the following: MSST Chesapeake 91102, End of State Rd., Rte. 238, Yorktown, VA 23690, Attn: Shipping and Receiving. Shipment #3: 150 ea. of item(s) #1, #3, #5, #7, 100 ea. of item(s) #2, #4, $6, #8 to the following: MSST San Pedro 91103, 1001 S. Seaside Ave., Bldg. 21, San Pedro, CA 90731. Shipment #4: 150 ea. of item(s) #1, #3, #5, #7, 100 ea. of item(s) #2, #4, #6, #8 to the following: MSST Galveston 91104, 3000 Fort Point Rd., Galveston, TX 77553. Federal Acquisition Regulation (FAR) provision(s) that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-2 Evaluation-Commercial Items (Jan 1999) and 52.212-3 Offerors Representations and Certifications-Commercial Items (May 2002). The Government will award a contract resulting from this RFQ to the responsive, responsible offeror. Delivery, Best Value and Past Performance Factors will be the bases for award. NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING ANY INFORMATION SET FORTH IN THIS SOLICITATION. Federal Acquisition Regulation (FAR) clauses that applies to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002), 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (May 2002) applies as follows: paragraph (b) (5), (7), (11), (12), (13), (14), (15), (16), (18), (21), and (24). In compliance with the said clause, the following additional FAR clause 52.232-8, Discount for Prompt Payment (Feb 2002). PLEASE READ, COMPLETE AND PROVIDE ALL INFORMATION REQUIRED IN FAR PROVISION 52.212-1 AND 52.212-3. Due to the urgency of need, all responding have up to 5 days after publication of this notice to respond. No responses will be accepted after the 5 days. THIS NOTICE IS FOR INFORMATIONAL PURPOSES FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES (DBE?s)! The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT?s Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT?s Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $55,000 with interest at the prime rate.
