Description
The Space Based Laser Project Office is inviting research responses to conduct Experiment Definition Studies (EDS) which should be focused on the development and definition of near term and affordable experiments that demonstrate significant milestones on a path to providing increased capability to joint warfighters with the use of lasers through space. Prospective offerors should consider innovative approaches for experimentally demonstrating advances in state of the art technology in technically and programmatically logical and affordable steps toward eventual operational capabilities in the near term (~FY08-10), with increasing capabilities leading to a far term (post FY20) system. See the Program Research and Development Announcement (PRDA) attached to this synopsis for a detailed description of the technical requirements and proposal instructions. The total program budget for the first phase of these efforts is approximately $350K and $1.0M for the second phase. For the first phase, each proposal may not exceed $100K for an initial two-month period of performance. The overarching goal is to sufficiently define technically sound and executable experiments in sufficient detail the offeror can make meaningful estimates for cost/budget, schedule, milestones, support requirements and traceability to an operational capability. These experiment definition studies will form the basis of planning and budgeting for near term technology experiments. They will be conducted in two phases. The first phase is a two-month study exploring the broad range of potential concepts, and concluding with a final presentation (report and briefing) at the end of the period of performance. The successful offeror(s) will recommend concepts, for more detailed Phase II study efforts, that will satisfy the objectives and achieve the overarching goals stated above. The Government will use a PRDA to solicit Phase II study efforts. These efforts will be based on government-selected concepts that were recommended at the completion of Phase I. The Phase II period of performance is planned for Oct 02 through Feb 03 (subject to the availability of FY03 program funds). Proposals are due not later than 25 June 2002, 2:00 pm (Pacific Daylight Time). Proposals shall be submitted to SMC/TLK, Attn: Paula Bryant, 2420 Vela Way, Suite 1467-80, El Segundo, CA 90245-4659.
