- Description
- Space and Missile Systems Center, Detachment 12, Space Test Program (STP), Kirtland Air Force Base, Albuquerque, New Mexico, intends to procure services for contractor services to support DoD payloads on the National Aeronautics and Space Administration's (NASA) Space Shuttle/International Space Station (ISS). The Contractor is responsible for: the integration and operation of designated payload elements into the Space Shuttle/ISS missions; logistics support of payload elements and ground support equipment; maintenance of the DoD Payload Operations Control Center (POCC), performing configuration management functions for documents and equipment; and other functions within the scope of this statement of work such as: payload element testing, engineering analyses, hardware and software modifications, and as required, development (design and production) of ground and/or flight hardware in support of DoD payloads. This acquisition will be procured using 8(a) set-aside procedures. STP anticipates the incremental release of a Draft Request for Proposal (DRFP), SOW and all subsequent documents to be available on the SMC Det 12 Website, Contracting Page, http://www.smcdet12.plk.af.mil in Jun 2002. Interested Offerors are asked to submit a written letter of intent no later than 07 Jun 02 to Mr. J. Chris Milburn, 3548 Aberdeen Ave SE, Kirtland AFB NM 87117-5778. Following the release of the DRFP, STP will conduct a Briefing For Industry on or about 19 June 02, and will be scheduling One-on-One Meetings with all interested Offerors in two-hour blocks beginning on 20 June 2002 and ending on 21 June 2002. Offerors are asked to contact Mr. Milburn to schedule a time for One-on-One Meetings no later than 07 Jun02. Limitations on the number of attendees and location/times of One-on-One Meetings will be posted on the SMC Det 12 Website. Industry comments to the DRFP and SOW are encouraged and should be submitted no later than 28 June 2002. The Government reserves the right to award without discussions. For this proposed acquisition, and using the small business size standard for North American Industry Classification System (NACIS) code 541710, the size standard of 1000 employees applies. Foreign owned firms are advised to contact the Contracting Officer, Ms Odette Denman at (505) 846-9147 prior to submitting a proposal. Potential Offerors are advised that work to be performed will require a SECRET/COMSEC facility clearance and safeguarding capability. Key personnel identified for assignment must have an active SECRET/COMSEC clearance at the time of award. An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns and issues. The Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Potential Offerors should communicate first with the Contracting Officer to request information, pose a question, and voice concerns before contacting the Ombudsman. In those instances where Offerors cannot obtain resolution from the Contracting Officer, they are invited to contact Mr. William Orzech at (310) 363-0886.
