- NA The Aviation Applied Technology Directorate (AATD) proposes to acquire on an other than full and open competitive basis a program entitled, ? AH-64 D Integrated Engine Diagnostic System?. The objective of this program is to integrate existing diagnostic s ystems of the T700 engine into the AH-64D aircraft. Currently there are ongoing programs and logistic systems that are being integrated into an on-board system that will provide real-time diagnostics data for the Army maintenance officer. One such progra m is called the Aviation Turbine Engine Diagnostics System (ATEDS). ATEDS is currently being used on the Joint Advanced Health and Usage Monitoring System (JAHUMS) on a UH-60 T700 engine. Since the AH-64D also uses a version of the T700 engine, this prog ram will leverage off work done on JAHUMS. The AH-64D currently incorporates the Longbow Integrated Maintenance Support System (LIMSS), which is a digitized maintenance recording system. The LIMSS will be integrated with ATEDS and with engine non-volatil e memory (NVM) data from the T700 digital electronic control unit (DECU). The goal of this effort is to integrate the previous mentioned programs into an on-board engine maintenance system on the AH-64D and to demonstrate the system?s operation with field tests. It is anticipated that this will be a 36-month technical effort. A noncompetitive acquisition to McDonnell Douglas Helicopter Company, (MDHC) Mesa, Arizona is intended pursuant to 10 U.S.C. 2304 (c) (1). MDHC is deemed to be the only responsibl e source because they are the developer and sole supplier of the AH-64D and LIMSS ground analysis software (GAS). MDHC is the only firm that possesses the necessary technical data required to perform this integration effort. This notice is not a request for competitive proposal; however, all responses received from interested sources will be reviewed by the Government and given due consideration as required by law. Specification, plans or drawings relating to this procurement are not available and cannot be furnished by the Government. The Government anticipates award of a Cost Plus Fixed Fee type contract, which will be developed jointly between the Government and MDHC, consistent with Alpha Contracting procedures and applicable cost principles, clauses , and provisions in accordance with the Federal Acquisition Regulation (FAR). No Options are included in this acquisition. Accordingly, a formal solicitation for this program will not be issued.
