- NA Subject: The Directorate of Contracting, Fort Shafter, Hawaii will conduct a total small business set-aside competition anonymous, on-line reverse auction for the requirements specified in Section B of this solicitation. The web address to gain access to the auction is http://army.completesource.moai.com:81S) The specific time for this reverse auction will be 6 June 2002 at 0800 Hawaii Standard Time. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 Delivery will be in accordance with the specified delivery schedule in Section B or the solicitation. The contractors shall sign and return this agreement and your completed copy of the provision at FAR 51.212-3, Offeror Representations and Certificatio ns ? Commercial Items and 52.212-7000 Offeror Representations and Certifications ? Commercial Items with all offers to the Contracting Officer at DOC to receive a user and password for the reverse auction by COB 3 June 2002. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the tim e for delivery in the Government's required delivery schedule as follows: REQUIRED DELIVERY SCHEDULE Items 0001 through 0004 within 30 days after date of award. The Defense Priorities and Allocations System (DPAS) does not apply. By participating in this reverse auction you grant the government the right to disclose your price, however, your name will be kept anonymous. The Contracting Officer also reverses the right to suspend or cancel the auction at any time. If the Contractin g Officer cancels the reverse auction, the solicitation may be processed following normal commercial item procedures. It is anticipated that a firm fixed price contract will be executed for this requirement. Bidders must propose on the full quantity only. The price entered on the web site during the reverse auction shall be the total price. For example, the price for L ine Item 0001 through 0002 will be priced as one total lot price (maximum CLIN Quantity times unit price for each SLIN then add all CLIN prices for NET total price). A bidder shall not be permitted to submit any revised pricing other than the final price submitted during the reverse auction. Once the reverse auction is complete, the contractors shall submit a signed copy of their final bid prices to the point of contact above. Bidders/offerors have until 24-hours from the time the reverse auction ends t o submit a complete breakout of CLIN prices. The reverse auction will be conducted on 6 June 2002 at 8:00 AM. The governments starting price for this auction will be at a total net price of $160,000. Bids will submitted in minimum decrements of $1000.00. If a bid is submitted within the last four m inutes, as indicated by the web site server clock, of the time period specified for the reverse auction stop time, the time period shall be extended for an additional five minute period beyond the time of the original stop time. An offer for an additional five minute period beyond the time of the original stop time. An offer during the reverse auction must differ from the market leading offer by at least the decrement identified on the auction detail page. If no bids are submitted within the extension perio d the reverse auction will close i.e., within the last four minutes of the original scheduled stop time. further, if an extension period is generated and an offer is submitted within the last four minutes within the extension period another five minute ext ension period will be gene rated. There will be no limits on the number of extensions in each reverse auction, the market price will be the determining factor in closing the reverse auction. When no bids are submitted during the last four minutes of the extension period then the au ction will close. By participating in the reverse auction, contractors certify they will not knowingly disclose their price to any other bidder except anonymously during the reverse auction. The contractors further certify that anonymous disclosure of its price during the r everse auction shall not be for the purpose of restricting competition. BASIS FOR AWARD: At the conclusion of the reverse auction, the government intends to make an award to the contractor who submits the lowest total price, and is deemed acceptable and responsible by the contractor officer. the bidders must bid on the full quantity identifie d on line item 001 through 0004. The contracting officer reverses the right to make no award under this procedure.
