- Description
- The Library of Congress/FEDLINK intends to negotiate a sole source IDIQ contract with West Publishing (WE) to continue to provide their West Group database services for the FEDLINK Program for FY03. The proposed contract is for one year. West Group provides premier information solutions for all facets of local, state and federal government. West Group provides access to over 20,000 sources of legal news, public records, and business information. West Group also provides online sources for human resources laws, regulations and decisions, including the entire Federal Personnel Manual, as well as, current and comprehensive environmental health & safety regulations and compliance information. West Group offers a number of best-of-class Internet-based services, such as Westlaw, the online service that contains more than 15,000 legal, financial and business news databases that include extensive information from daily newspapers, news magazines and business, financial and trade publications. Information is generally provided in full text format and some information includes specialized editorial enhancements made by West. Gateways are available to Dialog and Dow Jones. West Group also publishes more than 66 million books and over 500 CD-ROM libraries covering federal securities, federal taxation, government contracting, federal civil practice, federal bankruptcy and Delaware corporate law. This is a notice of intent and not a request for competitive proposals or bids. No telephone calls regarding this notice will be accepted. Written responses shall include prices and technical data sufficient to determine capability. No award will be based on any offer or proposal received in response to this notice. (See Note 22). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
