- Description
- NASA/MSFC plans to issue a Request for Quotations (RFQ) for a Liquid Propellant Based Combustion Wave Ignition System. The proposed research/test program seeks to identify and demonstrate techniques for conditioning liquid hydrocarbon fuels, JP-7 or RP-1, such that they will sustain a robust detonation, thereby enabling operation of the ignition system with the same propellants used in a multiple thrust chamber system; the liquid oxidizer, LOX, will also need to be gasified prior to ignition. Once this capability has been successfully demonstrated in a laboratory environment, CWI hardware will be designed and built in order to demonstrate repeatable ignition in an actual liquid oxidizer/liquid hydrocarbon (LHC) fueled rocket thrust chamber. NASA/MSFC intends to purchase the items from General Applied Science Laboratories (GASL) pursuant to Federal Acquisition Regulation (FAR) 6.302-1 for other than full and open competition for acquistion of services from only one source. GASL has direct experience in all areas supporting the proposed work, including cataytic decomposition of liquid hydrocarbon fuel, combusion wave igniation systems design, and chemical kinetic evaluation of detonations via analytical and experimental process. Quotations should be submitted on or before June 11, 2002 by COB. The Government does not intend to acquire a commercial item using FAR Part 12. See Notes 22 and 26. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
