- Description
- NASA/SSC plans to issue a Request for Quote (RFQ) for the acquisition of services to provide Definition and Coordination of Program Effort required to Execute Space Act Agreement SST/STA-01-003-02, "Evaluation of Plant Stress Technology for Monitoring Coastal Wetland." The focus of the effort is to evaluate NASA and commercial technologies in plant stress as to their applicability for monitoring Coastal Wetlands. The work entails arranging for, coordinating and facilitating the NASA task conmmitments including conducting aerial remote sensing surveys, where required, of Louisiana coastal wetlands using plant stress algorithm techniques. In addition, the contractor shall meet with the Louisiana Department of Natural Resources (LDNR) and agree on goals, objectives and general tasks for executing an aerial remote sensing survey; define the survey requirements, contract for the services, and deliver the results of the work to LDNR and Stennis Space Center; provide technical assistance to LDNR as needed for their verification and use of the delivered survey data; and collaborate with LDNR in drafting a final report of the survey results and make utility recommendations to NASA/SSC. The objectives also include management of the overall survey project, including properly reporting progress and accomplishments. The period of performance is one-hundred eighty (180) days. The Statement of Work will be included in the solicitation document. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541990 and $5.0 Million, respectively. The DPAS Rating for this procurement is DO-C9. The anticipated release date of RFQ 13-SSC-Q-02-38 is on or about May 28, 2002 with an quote due date of June 5, 2002. All qualified responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
