- THIS IS A SOURCES SOUGHT NOTICE ONLY TO PREQUALIFY VENDORS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking information about qualified industry sources for commercial, off-the-shelf point of sale (POS) retail systems with an integrated inventory management and control system and general ledger with related hardware (workstations and servers), software (operating, database, and application), technical services (integration, installation and maintenance) and support services (training) for the operation of the United States Senate Gift Shop. This facility needs to be operational by December 31, 2002. The SAA invites all qualified sources to respond to this Sources Sought Notice. All requirements are mandatory however the vendor is encouraged to provide any additional information. The vendor response to this sources sought notice shall specifically address the following: (1) POS retail sales systems with inventory management and control capabilities for three retail sales locations (two POS stations each); (2) POS kiosks (two); (3) vendor?s overall system integration, installation and testing capabilities; (4) application software capabilities to interface with existing financial information systems (further described below); (5) technical support for systems administrators (initial and periodic); (6) user training services for retail sales personnel, inventory personnel, managers, and systems administrators (initial and periodic); (7) system intranet and internet capabilities (Web hosting) for e-commerce; and (8) past performance on similar contracts with government agencies and private industry in terms of (a) the type of work, (b) compliance with installation schedules and (c) references. The accounting requirements for the application software include, but are not limited to, the abilities: a) to export data in a delimited CSV file format (comma delimited text file); b) to import data from a mainframe into the revolving funds (e.g. check payment information); c) to be compliance with generally accepted accounting policies and procedures as promulgated by the US General Accounting Office; d) to provide subsidiary ledger information (detail records) for general ledger balances (e.g. inventory); and e) to create and print purchase orders and vouchers in accordance with customer format requirements. Vendors must also address present and future compliance with Section 508 of the Rehabilitation Act, 29 U.S.C. ? 794d. Failure to provide information on the above criteria will result in disqualification of the vendor from further consideration. The prequalification process will consist of this notice and an evaluation of all responses to this notice to select those vendors who are qualified to further participate in any solicitation. The SAA reserves the right to issue a solicitation only to the most qualified vendors. The SAA furthers reserves the right to acquire any or all of the POS system hardware from other suppliers. All qualified sources should respond to this Sources Sought Notice by submitting an information package of no more than twenty (20) pages, 8.5 inches by 11 inches, stapled in the left hand corner, no binders, with an original and six copies. DELIVERY INSTRUCTIONS: All responses to this sources sought notice must be received no later than June 7, 2002 at 4:00 p.m. EDT at the following address: Attn: David W. Baker, Contracting Officer, Contracts Department, Office of the Sergeant at Arms, United States Senate, 1st and C Street, NE, Washington, DC 20510. NO REQUESTS FOR AN EXTENSION OF THE DATE OR TIME WILL BE GRANTED. Responses must be submitted using either FedEX or United Parcel Service (UPS) delivery services. No fax, email, United States Postal Service, vendor hand deliveries or any other delivery services or methods of delivery shall be used for this response. The FedEX or UPS delivery must be received at the address above by June 7, 2002 at 4:00 p.m. EDT. NO LATE SUBMISSIONS WILL BE CONSIDERED. The vendor must fax on company letterhead the following information to Mr. David W. Baker at (202) 228-2051, 48 hours prior to delivery of their response: vendor name and address, specify method of delivery (either FedEX or UPS), tracking number, vendor point of contact, phone number, and fax number of the individual within vendor's organization responsible for the response delivery. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the SAA. The SAA shall not be liable for or suffer any consequential damages as a result of this notice. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE. NO OTHER INFORMATION WILL BE PROVIDED FOR THE SOURCES SOUGHT NOTICE. ALL INFORMATION TO RESPOND TO THIS SOURCES SOUGHT NOTICE HAS BEEN PROVIDED HEREIN. THE SAA WILL NOT RESPOND TO REQUESTS, TELEPHONE CALLS, OR EMAILS FOR ADDITIONAL INFORMATION.
